Mr. Alexander: Per our discussion, following an analysis conducted by staff on the proposed changes to the approved (1997) PUD-R site plan, we have reached the conclusion that the changes proposed for Phase 2 would constitute a "minor" change pursuant to Section 20-5.12 of the City's land development code. If you agree with the analysis and conclusion, then notice of the approval is transmitted to the City Commission. · The PUD was approved in 1997 for 20 units of single-family residential in two phases. 16 units were constructed in Phase 1; 4 units are proposed in Phase 2. There is no increase in density of the proposed development. · Building heights in Phase 2 will be compliance with current code requirements, which are no greater than established heights in 1997. There is no increase in building height. · The April 25, 1997 approved site plan contemplated two models "A" and "B", for both phases, however, the floor area listed for both Phase 1 and Phase 2 assumed all "B" units, which was the larger of the two. Additionally, Note 1 on the approved site plan states "Any lot can accommodate any unit. The footprints shown on the this site plan represents one possible unit mix. The final unit mix will be determined by the sales outcome, therefore the mix shown here could not be the final one. All minimum setbacks shown will be adhered to." The final mix of units for Phase 1 was nine Model "A" units, and seven Model "B" units. · The applicant is currently proposing four Model "C" units, not previously contemplated in 1997 when the site plan was approved. This is a slightly larger, two-story model with a stepped back second floor. The floor area of the four original Model "B" units proposed for Phase 2 was 10,326 square feet (1997 site plan); the floor area of the newly proposed Model "C" units for this second phase is 11,796 square feet (2014 proposed site plan), a difference of 1,470 square feet or approximately 367 square feet per unit. Although the square footage of the new models are larger overall, it is a floor area reduction of approximately 16% from the approved 1997 site plan for both phases. · 1997 site plan approved a total floor area for both phases at 51,630.4; 2014 proposal is still less (overall) with a total floor area of 43,394 sq. feet. This includes the 16 existing homes as built in Phase 1, and the proposed 4 new Model C homes for Phase 2. · Although unrelated to the review, the applicant is also addressing the existing need for additional guest parking and will be providing more parking spaces for use by both phases. The problem of garbage collection due to the narrowness of the existing on site streets is also being addressed by the applicant, the homeowners association, and the City's Public Works Dept. during the Phase 2. The following table provides a breakdown between Phase 1 & Phase 2.
