A Resolution authorizing the City Manager to enter into a contract with Perrin
International Services, Inc. for a contract price not to exceed $21,278 for the SW 60 th
Street Sidewalk Project, to be charged to People's Transportation Plan account
number 124-1730-541-3450.
WHEREAS, the Mayor and City Commission wishes to construct a new sidewalk along SW 60 th
Street, and
WHEREAS, pursuant to a competitive selection process, it was determined that Perrin International
Services, Inc. submitted a proposal in the amount of $21,278 that was the most comprehensive and cost
effective in its construction approach; and
WHEREAS, the work shall consist of engineering and construction services, including materials, a
survey, design layout for a new sidewalk along SW 60th Street and SW 65th Avenue; and
WHEREAS, the total expenditure is not to exceed $21,278; and
WHEREAS, the Mayor and City Commission desire to authorize the City Manager to enter into a
contract with Perrin International Services, Inc. for the SW 60 th Street Sidewalk Project for an total amount
not to exceed $21,278.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY
OF SOUTH MIAMI, FLORIDA THAT:
Section 1: The City Manager is authorized to enter into a contract with Perrin International
Services, Inc. for the SW 60th Street Sidewalk Project for an amount not to exceed $21,278.
Section 2: The expenditure shall be charged to the People's Transportation Plan account
number 124-1730-541-3450 which has a balance of $140,000 before this request was made.
Section 3: If any section clause, sentence, or phrase of this resolution is for any reason held
invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of the
remaining portions of this resolution.
Section 4. This resolution shall take effect immediately upon adoption.

Resolution: A Resolution authorizing the City Manager to enter into a contract with Perrin International
Services, Inc. for a contract price not to exceed $21,278.00 for the SW 60th Street Sidewalk
Project, to be charged to People's Transportation Plan account number 124-1730-541-3450.
Background: This project will consist of all engineering and construction services. Materials, survey and
design layout for a sidewalk network are included in the scope. The construction of
approximately 850 LF of 5' wide concrete sidewalk will be along the north right of way of SW
60 th Street, from SW 67th Avenue to SW 65th Avenue and along the west right of way of SW
65 th Avenue, from SW 60th Street up to SW 59 th Street. This will connect and complete the
sidewalk loop around the block.

Currently, no sidewalk exists on either side of the SW 60th Street, between SW 67th Avenue
and SW 65 th Avenue. This is a high foot traffic area, due to the fact that South Miami Middle
School is located just west of 67th Avenue, with a main entrance facing SW 60 th Street. Apart
from being within a school zone, the Girl Scout's South Miami Little House (6609 SW 60 th
Street) is also located on SW 60th Street, between SW 67th Avenue and SW 65 th Avenue.
The City of South Miami received three (3) proposals for the project, shown below:

The proposals were reviewed and it was determined that Perrin International Services, Inc is
the lowest, responsive and responsible bidder for the SW 60th Street Sidewalk Project.
Amount not to exceed $21,278.00
The expenditure shall be charged to the People's Transportation Plan account number 124-
1730-541-3450, which has a balance of $140,000.
Recommendation: Public Works recommends the new sidewalk to provide safe pedestrian walkways;
primarily for our residents. students and parents walking to/from South Miami Middle
School.

Dear Mr. Martinez,
Recreational Design & Construction, Inc, (ROC) is pleased to submit this proposal to include
design and engineering services, general conditions, supervision, labor and materials for the
design, permitting and construction of the proposed concrete sidewalk along SW 60 Street and
SW 65 Avenue in the City of South Miami FL. Our scope of work and pricing is in accordance
with the attached site plan and proposed location as depicted by the City Staff in the email
dated December 13 2013.
The priCing for the complete scope of work and services is as follows:
Design Fees and Services
• ROC shall provide a special purpose survey to include all the visible existing conditions
such as hardscape and landscape features, overhead utilities, drop curbs, traffic
stripping existing fencing, building fayades in relevant proximity to the project and
information required for the design of the proposed improvements within the project
limits. Survey encroachment up to 5' ft. maximum within the private property as required.
• ROC shall provide paving and grading civil plans necessary to permit and construct the
proposed sidewalks. Design plans and calculations for drainage improvements not
included.
• ROC shall provide landscape and tree removal plans necessary to permit and construct
the proposed sidewalks.
• Sidewalk design as per City of South Miami Standards
• ROC shall be responsible for obtaining the permits from the City of South Miami Public
Works Department and other applicable permits as required for the work within the
Boundaries of the Work.
• Permitting fees will be paid by the Owner.
General Conditions
• The general condition costs include all project management, supervision, mobilization,
construction survey, temporary utilities, and facilities, temporary toilets, temporary
fencing/gates and dumpsters.
• ROC shall provide construction stakeout as necessary to complete the proposed project.
Bond and Insurances
• Provide a Design/ Build payment and performance bond once the permits are in place.

Site Work
• A temporary silt fence will be installed around the area being developed to prevent soil
eiOsion & airborne dust generation.
• The existing signs shall be removed and salvaged for reinstallation after the new work is
completed. .
• The eXisting fence shall be removed and salvaged ·for the future reinstallation after the
completion of the new sidewalk. .
• Clearing and prepping the areas for construction with-in the limits of work shall be
performed as part of this scope of work.
• Debris resulting from the clearing and grubbing shall be disposed of at an off-site
. location in accordance with applicable codes & statutes.
• The eXisting tree and landscaping within the limits of work shall be removed for the
construction of the proposed sidewalks.
• The area shall be cut, shaped and graded to provide the required elevation to match the
portions of the existing sidewalks.
• A new 5'-0" wide concrete sidewalk will be constructed to along SW 60 Street and SW
65 Avenue to meet City of South Miami Standards.
• Reinstallation of signage .
• Reinstallation of chain~link fencing behind new sidewalk
• Provide As-built drawings
• Clean up

The total price forthe above scope of work and services shall be $47,588.03 (Forty Seven
Thousand Five Hundred Eighty Eight 3/100 Dollars)
Alternate:
• To provide labor and equipment for the clearing and removal of the debris from the two
existing manholes on 60th street and 65 Avenue. Add $ 3,000.00
