Res No 022-14-14116RESOLUTION NO.: 22-14-14116 A Resolution authorizing the City Manager to enter into a contract with SRS Engineering, Inc. for a contract price not to exceed $32,630 for civil engineering services for the Police Fueling Station Improvements. WHEREAS, pursuant to Florida Statute 287.055 "Consultants Competitive Negotiation Act" ('CCNA'), SRS Engineering, Inc. was one of the firms selected and ranked to provide professional engineering services; and WHEREAS, the City negotiated hourly rates with the firm and entered into a professional service agreement with SRS Engineering, Inc. to perform engineering services for the City; and WHEREAS, the Mayor and City Commission wishes to provide improvements to the Police fueling station; and WHEREAS, After negotiating with SRS Engineering, Inc. on a cost to perform the deSign services, they submitted a proposal to perform the Police Fueling Station Improvements; and WHEREAS, the total expenditure to perform the design services for an amount not to exceed $32,630; and WHEREAS, the Mayor and City Commission desire to authorize the City Manager to enter into a contract with SRS Engineering, Inc. for the design of the Police Fueling Station Improvements for an amount not to exceed $32,630. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT: Section 1: The City Manager is authorized to enter into a contract with SRS Engineering, Inc. for the Police Fueling Station Improvements for an amount not to exceed $32,630 and in accordance with the terms of the professional service agreement previously approved by the City Commission. Section 2: The expenditure shall be charged to the Federal Forfeiture Public Safety Infrastructure Fund 615-1910-521-6440, which has a balance of $450,000. Section 3: If any section clause, sentence, or phrase of this resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of the remaining portions of this resolution. City staff negotiated hourly billing rates with the selected firms and entered into individual Professional Service Agreements ('PSA'). Expense: Account: The scope of work includes, engineering design and preparation of final design plans and construction phase services for improvements to the existing Police Fueling Station located within the City Hall Complex at 6130 Sunset Drive. SRS Engineering, Inc. was one of the City Commission approved firms to perform civil engineering services for the City on future projects. In accordance with our Agreement for General Engineering Services, we are submitting our understanding of the Scope of Work and Fee Proposal to provide Professional Consulting Engineering Services in connection with the referenced project. The Scope of Work as we understand it at the present time will consist of the site investigations, site layout and engineering design for future improvements to the existing Police Fueling Station located within the City Hall Complex at 6130 Sunset Drive. This work shall include contracting and coordinating all work with specialty firms including MEP Engineers, Surveyors, Geotechnical, and Structural Engineers. Renovations shall include new prefab metal canopy, lighting and camera on canopy, new hose bib, electrical outlet connection, vacuum system, air compressor, and storage cabinet at Service Island, and additional electrical outlet connector in island next to parking space. This work will include the following: • Meeting with City of South Miami staff to establish design guidelines and permit requirements. • After the initial meeting with City staff and regulatory agencies, the first step will be to gather all available data concerning the project site and associated design requirements. This task includes conducting a site visits and reviewing existing available site records to identify existing utilities and conditions. • Contract and coordinate with the Surveyor to obtain survey information required for design. The survey will obtain all topography information within the limits of our project. • Contract and coordinate with a geotechnical test lab to prepare geotechnical report with recommendations for design and to conduct soil borings, as required for structural design. • Once the survey, geotechnical and utilities information is gathered, the design base maps (existing conditions) are prepared. The base maps will include all topographical information, existing site elevations, fueling island, topographical features, and marked utilities and underground lines, etc. The base map shall be prepared in AutoCAD format at a scale of 1 inch = 20 feet or as needed. • Preparation of civil engineering design plans and specifications for the construction of the selected altemative from the Conceptual Report. All work shall be in accordance with the accepted practices and design standards of City of South Miami, Miami-Dade County, and local regulatory agencies. January 31, 2014 Page 2 • Provide Project Administration services, to include attending local meetings with City and regulatory agencies, and coordination with design team consultants. • Conduct site visits to observe existing site conditions and verify survey and utility information. • Prepare construction drawings consisting of the following: • Title Sheet. • • • • • • • • • • • General Notes and Location Map. Task may also include meetings with the various Departments. • Finalize drawings based on comments and prepare and process permits application and documentation for approval by regulatory agencies (Building Department, RER, and Fire). e Submit 100% complete construction documents including construction drawings, technical specifications, final construction cost estimate, and copies of approved permitted construction drawings. 10 full size sets of drawings shall be provided to the City. • Attend pre-bid Meeting. • Provide supplemental information and/or clarification of construction documents to prospective bidders during the bid solicitation process. • Review bid submittals and attend bid-opening meeting. Construction Phase Services SRS shall provide construction services including responding to contractor's request for information (RFI), reviewing shop drawings, review request for changed work, attending meetings or conducting site construction observations (limited to 5 site visits). The City will provide SRS with the following: • The City provide all available information about the existing fueling station including, but limited to, construction drawings, as-built drawings, system's information, etc. • The City shall contract and coordinate the removal of the existing Sea Grape Tree. January 31, 2014 Page 3 • The City shall pay all applicable permit and plan review fees required by regulatory agencies. • Landscaping design services are included as part of this proposal. Compensation Our Engineering Fees for the above described Basic Services will be a lump sum amount shown below. This fee proposal includes the cost of mechanical and electrical engineering, structural engineering, geotechnical and topographical survey. It does not include plan review or permitting fees. Payment will be based on monthly invoicing as a percentage of completion of work.
