A Resolution approving a letter in support of an NSF grant
application by FlU to produce a LIDAR instrument that can be
used by South Miami to gain better understanding of property
elevations in the City.
WHEREAS, LIDAR can provide detailed information on elevations of land that is useful
to plan for flood control and sea level rise mitigation; and
WHEREAS, in the past FlU has produced LIDAR maps of South Miami and the
surrounding regions; and
WHEREAS, Professor Naphtali Rishe of the FlU School of Computing and Information
Sciences, and Director of FlU's High Performance Database Research Center, has proposed a
project to the National Science Foundation (NSF) entitled "MRI: Development of an Instrument
for Acquisition, Management, and Analysis of Super-resolution Aerial Imagery"; and
WHEREAS, this project, if funded by the NSF would enable FlU to produce more
accurate and detailed maps of South Miami land elevations than are currently available to the
City; and
WHEREAS, FlU has asked the City of South Miami for a letter of support to the NSF
stating that the City would find such maps useful.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT:
Section 1. The City Commission hereby authorizes the Mayor to write a letter in
support of an FlU proposal to the National Science Foundation stating that the City would make
good use of improved LIDAR maps produced by the NSF-funded flU project. A copy of the
proposed letter is attached.
Section 3. Severability. If any section clause, sentence, or phrase of this resolution is for
any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall
not affect the validity of the remaining portions of this resolution.
Section 4. Effective Date. This resolution shall become effective immediately upon
adoption by vote of the City Commission.

The City of South Miami would be pleased to be listed as a major instrument
user in Florida International University's proposed project, "MRI: Development
of an Instrument for Acquisition, Management, and Analysis of Super-resolution
Aerial Imagery" led by Dr. Rishe.
LIDAR maps have proven very helpful to us and we are currently making
infrastructure decisions based on those maps. The super-resolution maps and
advanced analytics capabilities to be provided by the instrument would be
extremely useful to South Miami and many other cities vulnerable to flooding
from hurricane rains, storm surge, and sea level rise. We look forward to making
productive use of these data for planning.
To ensure that the needs of cities such as ours are well met by the proposed
instrument, I will participate in the project's Instrument Development Advisory
Board. As mayor of the City of South Miami, I look forward to working with Dr.
Rishe's team and to using the proposed instrument to better plan my city's
future.
