1967-584ORDINANCE NO. 584 ORDINANCE OF CITY OF SOUTH MIAMI, FLORIDA, AMENDING CODE OF ORDINANCES OF CITY OF SOUTH MIAMI, FLORIDA, BY ADDING THERETO A SECTION -TO BE KNOWN AS SECTION 2 -24; THEREBY CREATING CITIZENS ADVISORY COMMITTEE FOR COMMUNITY IMPROVEMENT; ESTABLISHING 'DUTIES; RIGHT] AND PRIVILEGES; PRESCRIBING METHOD OF APPOINTMENT OF MEMBERS; PROVIDING FOR EFFECTIVE DATE. BE IT`ORb It3ED BY THE MAYOR AND CITY COUNCIL -OF -CITY - OF SOUTH MIAMI, FLORIDA: 1. That the Code of Ordinances of City of South Miami, Florida, is hereby amended`by adding 'thereto a section to be known as Section 2 -24, said Section 2 -24 reading as follows: Section 2 -24. CITIZENS XVft6RVCQd4XTTEE FOR COMMUNITY 'IMPROVEMENT. (a) There is hereby `created a Board to be known as Citizens Advisory Commttee`"for Community i Improvement whose duties, rights and privileges are as set forth hereinafter, (b) The Board shall, consist of a Chairman and four members to'be appointed by the City Council (mayor, subject to approval by City `Council) . The Chairman and members shall `be appointed''to serve for terms of one year beg°nn`ing each March 'l. Interim appointments shall be made until March 1, 1968. (c) The Board shall serve without"kemune ration and shall "meet - not less than c( VV'e" `ly at a regularly -des ignated' place and'timA >as determined by the Board. The majority of the Board-"shall con- stitute a quoi' . All proceedings of the Board shall be recorded "and 'furnished to the C'i`ty Clerk for diutribution to the City Council wit!in' ten days after each regular or special meeting. The Board shall adopt rules of procedure not in conflict with the provisions of this section. (d) The Board'shall conduct 'studies of the City determining which areas are blighted or in danger of becoming blighted and the identification of the nature and causes of blight;_s'tudy the need and advisability` for urban renewal 'program a-fi�_&redevelop- ment of blighted areas together with the advisability W. 911 ' and need for Federal z-id in such programs; determine whether decent housing is available n a basis of full equa 1 ty to all without regard to race, creed or national origin and formulate a program for meeting such needs in the event it is-determined that such housing is not available to all; determine the existing social and economic factors eyisting within the City _--d estim-ate the needs of the City. The Board shall be advisory in nature and render reports to the City Council'not less often than each calendar quarter. 2 .
