A Resolution of the Mayor and City Commission of the City of South Miami, Florida
authorizing the City Manager to accept a grant from the Robert Wood Johnson
Foundation Active Living Research Program that would allow Project Rise to observe
physical activity at the After School House Program.
WHEREAS, The City South Miami has received a grant from the Children's Trust for the
purpose of providing the After School services to South Miami area residents; and
WHEREAS, Project Rise funded by Robert Wood Johnson Foundation is a Children's
Trust approved vendor which currently provides quality initiative support to help out of school
programs funded by the Children's Trust meet the health and safety, academic and social -
emotional needs of the youth served; and
WHEREAS, Project Rise will provide three (3) weight and fitness evaluations to twenty
(20) After School House Program participants over a period of six (6) months pending parental
consent.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. That the City Manager accepts an agreement with The Robert Wood Johnson
Foundation, for the Project Rise through the Children's Trust, to observe Twenty(20) After School
House Program participants and staff during physical activities at the After School House Program
by collecting height and weight information.
Section 2. This resolution shall take effect immediately upon execution.

BACKGROUND
A resolution of the City Commission of the City of South Miami, Florida authorizing the Acting City
Manager to accept a grant from the Robert Wood Johnson Foundation entitled "Evaluation of Two Contract
Options for Promoting Activity in Out -of- School Programs" provided through Project Rise and approved
through the Children's Trust.
Authorizing the Acting City Manager to accept the SPAACE (Smart Physical Activity of Curriculum based
Exercise) Project, a study funded by the Robert Wood Johnson Foundation Active Living Research Program.
This study will allow Project Rise, a Children's Trust approved vendor, to observe twenty (20) After School
House Program participants and staff during physical activities. Project Rise will collect height, weight
information, academic, social- emotional needs, and the health and safety of the youth for the next six
months.
The City of South Miami has been awarded this grant (Project Rise), from the Children's Trust with no
matching requirement. The grant allows the After School House Program participants and staff the
opportunity to receive an overall activity assessment. Services provided by the program will assist in the
health and wellness of the children who participate in the After School Program.
The attached resolution authorizes the Acting City Manager to accept the grant from the Robert Wood
Johnson Foundation through Project Rise, a Children's Trust vendor. The service agreement will allow the
City of South Miami, in a joint venture with Project Rise and the Children's Trust, to review current
practices in physical activity instruction.

What is the Project RISEtraining
Project RISE makes a distinction between "presentations" intended to produce greater
knowledge and awareness, and " trainings" which are designed to produce lasting changes in
skills and performance. Often presentations precede training In the sense that awareness and
knowledge - building exercises must serve as the building blocks for lasting behavioral changes.
Therefore, Project RISE- sponsored workshops follow a standard, four -phase format.
• In Phase 1, engagement of the learner, the presenter explains the topic and as well
as the relevance of the presentation to the learner, their job, career- planning, and
ultimately the quality of the child -care program as a whole.
• In Phase 11, presenters will demonstrate or model the skill or skills to be learned
(where relevant).
• In Phase 111, the participants will be invited to practice the skill and receive
feedback on the execution of the skill.
Phase N is a generalization and maintenance phase which will provide on -site
monitoring and feedback on performance of the skill or skills.

The Beginning
In 2004, The Children's Trust of Miami -Dade County invited organizations to develop and
implement a system of quality improvement to support their funded out -of- school (OOS)
programs. Through discussions with local OOS providers and national researchers in learning
and childcare, Project RISE was created.
Mission
Project RISE (Research, Inspiration, Support, & Evaluation) is a Trust - funded quality
Improvement Initiative designed to enhance the quality of Trust - Funded COS care programs for
school -age youths in Miami -Dade County. Our mission, through evaluation and training, Is to
raise the quality of care in ways that improve children's health and safety, promote academic
success, and enhance their social and emotional development.
FRESH: RISE Guiding Principles
Project RISE has five underlying principles to complete Its misslOw
Feedback: Provide feedback on program -level and participant -level outcomes to help agencies
and the youth they serve to succeed.
Relationships: View the training and evaluation process as a marathon, not a sprint. Build
relationships and trust through people. Quality takes time.
Effort: Simplify, and thus reduce, the effort needed to participate In outcome evaluation and
program Improvement by providing support and training. Allow agencies to focus on what they
do best: creating opportunities for learning and recreation for youth.
Support: Support programs before using outcome evaluation to Inform funding decisions.
Provide Incentives to expand what works and change what does not.
High -Level Coordination: Increase high -level coordination between major funding and policy -
making entitles in Miami -Dade County to reduce "red tape."

Dear The Children's Trust- Funded Out -of- School Provider:
As you know, Project RISE is.the Trust - funded out -of- school quality improvement initiative
designed to help you rise to meet the health and safety, academic, and social - emotional needs
of the youth you serve. This year, we have the unique opportunity of conducting a project
funded by the Robert Wood Johnson Foundation Active Living Research Program, that will allow
Project RISE and The Children's Trust to take a look at 005 providers' current practices in
physical activity instruction. As you may know, the Trust currently endorses the promotion of
physical activity in its afterschooi programs (e.g., by requiring a minimum of 30 minutes of daily
physical activity). To participate, programs will be asked to provide Project RISE with some
space to collect height and weight information as well as allow us to observe your children and
staff during physical activities. Beyond this, no special accommodations are needed. Details of
the project are contained in the attached flyer.

4. Staff Qualifications:
Provider represents that all persons delivering the Services required by this Contract have the knowledge
and skills, either by training, experience, .education, or a combination thereof, to adequately and
competently perform the duties, obligations, and Services set forth in the Scope of Services (Attachment
A) and to provide and perform such Services to The Children's Trust's satisfaction. All persons delivering
the services described herein must be included in the Staffing Plan in Attachment B- Budget.
