A resolution of the Mayor and City Commission of the City of South
Miami, Florida instructing the City Manager and the City Attorney to
proceed with certain limited phases of the Murray Park pool project;
and providing an effective date.
WHEREAS, the Committee of the Whole on March 23, 2010 discussed the
current status of the Murray Park pool project, and gave appropriate instructions to the
City Manager and the City Attorney; and
WHEREAS, it is necessary to redesign the pool so that it will be as energy
efficient as possible with the goal of LEED certification; and
WHEREAS, the City Commission wishes to initiate a design -build process to
implement the project using a revised scope of work; and
WHEREAS, help will be provided in writing the scope of work for the design -
build RFP, which will include, but not be limited to, the "family resort" feeling of the
pool, the energy efficiencies, the improved restroom/shower aesthetic and functionality,
the security issues and the vehicular access and parking issues; and
WHEREAS, the Mayor and City Commission wish to involve the entire
community in the planning and design process to ensure that the pool functions as a
community -wide asset; and
WHEREAS, the Administration and the City Attorney will work with Miami -
Dade County to seek an extension in both the design completion and construction
contract deadlines.
WHEREAS, it is appropriate that the aforesaid instructions be formalized by a
resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT:
Section 1. The Mayor and City Commission hereby instruct the City Manager
and the City Attorney to develop the design -build RFP under the following
circumstances:
1. The agreement with C3TS will be closed out and the City shall take
possession of the plans and utilize elements of those plans where
appropriate to reduce the cost of the new project.
2. The City Manager will place on the April 6, 2010 Agenda a design -build
enabling ordinance.

3. The new design will be as energy efficient as possible with the goal of
LEED certification.
4. The entire community will be involved in the planning and design process
to ensure that the pool is a community wide asset.
5. The scope will include but not be limited to the "family resort" feeling of
the pool, the energy efficiencies, the improved restroom/shower aesthetic
and functionality; the security issues and, the vehicular access and parking
issues.
6. The City Manager and City Attorney will work with Miami Dade County
to seek an extension in both the design completion and construction
contract deadlines.
7. The City Manager and City Attorney will report frequently to the City
Commission regarding progress to achieve the steps required by Miami -
Dade County to keep the funds allocated available for this project.
Section 2. This resolution shall take effect immediately upon approval.
