Whereas, Google, Inc. has issued a request for information from communities interested in participating in their experimental program entitled: Google Fiber for Communities; and Whereas, the Google Fiber for Communities Program proposes to install fiber ultra -high speed broadband networks in one or more trial locations in the United States; and Whereas, the trial fiber network would increase Internet speeds more than one hundred times faster than what most Americans have access to today; and Whereas, the City of South Miami, if selected, would not incur costs associated with the construction of the network. Google, Inc. would construct the trial network in the City and offer the service to residents and businesses in the City at competitive rates; and Whereas, the application deadline to request participation in the Google Fiber for Communities Program was March 26, 2010 and there was no City Commission meeting available to allow approval in advance. Now, therefore, be it resolved by the Mayor and City Commission of the City of South Miami, Florida that: Section 1. The Mayor and City Commission retroactively approve the application to Google, Inc., to participate in the Google Fiber for Communities Program. Section 2. City Commission of the City of South Miami, ie filing of an application with Google, Inc. to for Communities Program; and providing an BACKGROUND Mayor Stoddard originally brought to our attention the possibility of expanding technology available to City of South Miami citizens. Google, Inc. asked communities to respond to a request to participate in a trial program called Google Fiber for Communities. Google, Inc. is setting up locations within the United States to test an ultra -high speed broadband network. The network would provide fiber service to residential homes and businesses in the selected trial communities. The speed of the Internet service would be more than one hundred times faster than what most Americans have access to today. The network would be constructed by Google, Inc, without cost to the selected communities. The service would be offered at competitive rates to the homes and businesses in the trial area. This trial could be of significant value to the City if South Miami were to be selected. The Google Fiber for Communities Program will provide the selected communities with faster and better Internet access, including a new generation of applications, new deployment techniques and openness and choice. The application deadline for conummities to show interest in participating in the trials was Friday, March 26, 2010. This deadline required a rapid response by the City staff. There was insufficient time for the matter to be brought before the City Commission prior to the deadline. ADMINISTRATION RECOMMENDATION It is recommended that the City Commission approve a resolution retroactively granting approval for the application to participate in the Google Fiber for Communities Program. Introduction What is Google doing, and what does it seek to achieve? Imagine sitting in a rural health clinic, streaming three - dimensional medical imaging over the web and discussing a unique condition with a specialist in New York. Or downloading a bigh - definition, full- length feature film in less than five minutes. Or collaborating with classmates around the world while watching live 3 -D video of a university lecture. Universal, ultra high -speed Internet access will make all this and more possible. We've urged the FCC to look at new and creative ways to get there in its National Broadband Plan — and now were announcing an experiment of our own. Google is planning to build and test ultra -high speed broadband networks in a small number of trial locations across the country. We'll deliver Internet speeds more than 100 times faster than what most Americans have access to today with 1 gigabit per second, fiber -to- the -home connections. We'll offer service at a competitive price to at least 50,000 and potentially up to $00,000 people. As a first step, were putting out a request for information WI) to help identify interested communities. We welcome responses from local government, as well as members of the public, Our goal is to experiment with new ways to help make Internet access better and faster for everyone. Here are some specific things that we have in mind: Next generation apps: We want to see what developers and users can do with ultra high- speeds, whether its creating new bandwidth - intensive "killer apps" and services, or other uses we can't yet imagine. New deployment techniques: We'll test new ways to build fiber networks, and to help inform and support deployments elsewhere, we'll share key lessons learned with the world. Openness and choice: We'll operate an "open access" network, giving users the choice of multiple service providers. And consistent with our past advocacy, well manage our network in an open, non - discriminatory, and transparent way. Like our WiFi network in Mountain View, the purpose of this project Is to experiment and learn. Network providers are making real progress to expand and improve bigb� speed Internet access, but there's still more to be done. We don't think we have all the answers — but through our trial, we hope to make a meaningful contribution to the shared goal of delivering faster and better Internet for everyone.
