A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI, FLORIDA AUTHORIZING THE ACTING
CITY MANAGER TO DO BETA TESTING WITH OPTICAL CRIME
PREVENTION, INC. (OCP) FOR VANDALISM AND GRAFFITI AT NO
CHARGE TO THE CITY; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City has received complaints that graffiti is appearing more and more
frequently and is often offensive and visually distracting; and
WHEREAS, the City of South Miami Code of Ordinances, Section 15 -100 entitled
"Malicious defacement, marking of real property" does set forth regulations which makes it
unlawful to deface, mark or place graffiti on any building, wall, telephone booth, bus bench or
public ways with drawings, writing, or painting without the consent of the property owner; and
WHEREAS, that as the result of a meeting with the Police Chief, and the M.I.S. team, it is
highly recommended to include the City of South Miami in the Optical Crime Prevention, Inc.
(OCP) Beta Test program for its Video Surveillance service offering; and
WHEREAS, in contrast to the current video surveillance system we have today based on a
local recording device (DVR) that requires a maintenance contract with a 3`d party, OCP proposes
to provide the City with a turn-key service for remote, fully managed storage of your video images
in their video storage vaults on the Internet; and
WHEREAS, furthermore, OCP's service will solve many of the problems we are
experiencing today and provide the City with a vast array of new capabilities and technology in the
video surveillance arena; and
WHEREAS, as part of the beta test program, the City of South Miami will not be required
to make any commitments to OCP nor will it be required to pay for any equipment provided by
OCP, and that the firm will allow the City to continue in the program without any commitment or
cost until they officially designate their systems as "GA" released (general availability) which they
expect in May.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SOUTH MIAMI, FLORIDA, THAT:
Section 1. The City Commission hereby authorizes the Acting City Manager to enter into
a short term Beta testing agreement with Optical Crime Prevention, Inc.
Section 2. The Acting City Manager shall report the results of the Beta Test Program prior
to extending its agreement beyond June 30, 2010.

Section 3. If any section, clause, sentence, or phrase of this resolution is for any reason
held invalid or unconstitutional by a court of competent jurisdiction, this holding shall not affect
the validity of the remaining portions of this resolution.
Section 4. This resolution shall be effective immediately after the adoption hereof.

Per our meeting last week with you, your police chief and M.I.S. team, Optical Crime Prevention, Inc. (OCP) is proposing
to include City of South Miami in our Beta Test program for our Video Surveillance service offering. In contrast to the
video surveillance system you have today based on a local recording device (DVR) that requires a maintenance contract
with a 3`d party, OCP proposes to provide you with a turn -key service for remote, fully managed storage of your video
images in our video storage vaults on the Intemet. Furthermore, OCP's service will solve many of the problems you are
experiencing today and provide the City with a vast array of new capabilities and technology in the video surveillance
arena at a fraction of the cost your existing system.
One joint initiative that we can deliver in a manner of days with your MIS. team is to capture high quality video images
of vandalism in the City of South Miami that you and the commissioners are concerned with. Also, one of the problems
Chief Richardson brought to our attention during the meeting related to limitations of your existing DVR system that we
can solve as well is the partially missing video from a vandalism incident in one of your offices.
The problem with your existing video surveillance system is typical of other DVR and video surveillance services; they
only record and store video when the system detects motion because they don't have enough storage capacity or
bandwidth to store everything. Sometimes, motion is not always detected if it represents a low percentage of the entire
image or it is on parts of the image not being checked for motion. Consequently, some or all of the pertinent video may
not be captured by your system. You don't know if it's because of the motion detection problem or because the
equipmentwas not operating. We call this the "white space" problem.
OCP's service, by design, does not have white space issues as all video is stored all the time with timestamps regardless of
whether there was motion. Furthermore, we have unlimited cloud storage capacities in the network, so, both of these
problems you are experiencing are not issues with our service.
We would like to begin the beta testing with you as soon as possible. As part of the beta test program, City of South
Miami will not be required to make any commitments to OCP nor will it be required to pay for any equipment provided
by OCP. Our company will bear all the cost. We will allow you to continue in the program without any commitment or
cost until we officially designate our systems as "GA" released (general availability) which we expect in May. At that
time we will ask you to sign up for service or return all of our equipment and we will terminate the beta test program. The
monthly service pricing ranges from $5 /month per camera to $20 /month per camera depending on what options you
choose. The basic pricing packages are defined on our web site, but we will sit down with your M.T.S. team when the
time comes for an exact quote based on what options they decide are needed.
