A Resolution of the Mayor and City Commission of the City of South Miami, Florida
authorizing the City Manager to approve the purchase in the amount of $10,000 from
Electrical Masters Inc. to continue improvements for Palmer Park replacing the lighting
system, drawn from account # 001 -1750 -519 -3450 (Contractual Services); providing an
effective date.
WHEREAS, the city of South Miami had started repairs on the lighting system located at
Palmer Park; and,
WHEREAS, continuation of this project provides the safety for participants at Palmer
Park; and
WHEREAS, Electric Masters is the lowest of the three bids; and,
WHEREAS, the purchase in the amount of $10,000 from Electrical Masters will improve
the safety of participants using Palmer Park.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The Mayor and City Commission authorize the City Manager to approve the
purchase in the amount of $ 10,000 to continue improvements at Palmer Park, through the vendor,
Electrical Masters Inc, drawn from account # 001 - 1750 -519 -3450 (Contractual Services).
Section 2. This resolution shall take effect immediately upon approval.

Background
The first phase of this capital improvement was approved on August 3, 2010 "Resolution # 152 -10-
13186", in the amount of $8,500, to replace lighting fixtures at Palmer Park.
This resolution would provide the ability to fix /replace 46 more light fixtures at Palmer Park. There are
approximately 200 children/adults which use this park on a daily basis. The need to replace these light
fixtures does not only enhance the ball park, but provide safety through better visibility.
Along with the various sports which are housed at this park, baseball season is starting at the end of
December, having more participants using the facility in the evenings. With the replacements of the light
fixtures, it will improve the safety conditions for the children using this park.
Upgrading these fixtures will bring an antiquated lighting system up to standard, which is recommended
by the Florida League of Cities; which provide the City of South Miami Parks & Recreation Department
with periodic safety inspections.
Cost: $10,000
Funding Source: Account # 001 - 1750 -519 -3450 (Contractual Services)

In order to establish a base to work from, I have listed our normal per hour pricing for the trucks
that would be, needed for general repairs and the most expensive material components that may
or may not be used. Not included are wire nuts, wire, and fuse holders that may br may not be
Wed. It is near' impossible to give a price on repairing items that we have no idea what is wrong
until we research the problem. We have also included a per fixture material cost for the change
out to new Power Spoffrxtures. Florida Electric Contracting Service, Inc. respectfully submits
the following prices to provide labor, materials, and equipment to repair the sport lights at The
City of South Miami parks:

Reason/Need: The request addresses the need for light repairs at Palmer Park The athletic fields
have extensive light damage. Due to the specialized work required and the height
of the 75 foot poles, professional services have been requested to provide for
public safety.

WHEREAS, three bids have been acquired to expedite the repairs for the public safety of
the athletic fields.
