Res No 206-10-13240RESOLUTION NO. 206-10-13240 A Resolution of the Mayor and City Commission of the City of South Miami, Florida relating to the issuance of a Certificate of Appropriateness pursuant to Section 20- 5.19(E)(3) of the Land Development Code to permit new paving and fencing on a designated historic single family building located at 6134 SW 56 Street (Miller Drive) in the Cambridge Lawns Historic District; providing an effective date. WHEREAS, the applicants, Mr. and Mrs. Blanco, have submitted Historic Preservation Board Application No. HPB -10 -007 requesting approval for site improvements, specifically new paving and fencing to a designated historic site at 6134 SW 56 Street (Miller Drive) (Cambridge Lawns Historic District)(Folio Number 09- 4025- 016 - 0020); and WHEREAS, pursuant to Section 20- 5.19(E)(3) of the Land Development Code, a "Certificate of Appropriateness ", is required for applications affecting site improvements including, but not limited to, site, subsurface alterations, fill deposition, paving, landscaping, walls, fences, courtyards, signs and exterior lighting; and WHEREAS, Section 20- 5.19(E)(3) of the Land Development Code requires the City Commission to conduct a public hearing on certificates of appropriateness and to approve, deny, approve in modified form, or defer a subject application; and WHEREAS, the Historic Preservation Board at its August 30, 2010 meeting adopted a motion by a vote of 5 ayes 0 nays recommending approval of the requested Certificate of Appropriateness; and WHEREAS, the Mayor and City Commission of the City of South Miami desire to accept the recommendation of the Historic Preservation Board. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT: Section 1. The Historic Preservation Board Application No. HPB -10 -007 requesting a Certificate of Appropriateness, which will permit site improvements, specifically new paving and fencing on a designated historic site at 6134 SW 56 Street (Miller Drive) (Cambridge Lawns Historic District) are approved. APPLICANT'S REQUEST: The applicants and owners of the subject property, Mr. and Mrs. Blanco, are requesting a Certificate of Appropriateness (COA) for site improvements, specifically paving and fencing the existing designated historic site located at 6134 SW 56 Street (Miller Drive) (Cambridge Lawns Historic District). STAFF ANALYSIS ,.& HISTORY: The subject building is an example of the Mediterranean Revival Architectural Style located within the RS-3. (HP -OV), Residential Single Family Historic Preservation Overlay Zoning District. Furthermore, the subject property is among the thirty properties within the Cambridge Lawns Historic District. Pursuant to Section 20- 5.19(B)(3) of the Land Development Code, a "Certificate of Appropriateness ", required for applications affecting site improvements shall include, but not limited to, site, subsurface alterations, fill deposition, paving, landscaping, walls, fences, courtyards, signs and exterior lighting. PROPOSED RENOVATIONS: The applicant is proposing the following site improvements: a. Resurface existing walkway and driveway, including the approach (herringbone pattern); and, b. Refurbish the existing iron fence gate. The proposed improvements have been checked to assure compliance with all the standards and requirements for the RS -3 Low Density Residential zoning district. This proposal does not include additional square footage to the building and does not include any increase in impervious coverage to the site. Pursuant to Section 20- 3.5(E) Dimensional Requirements, Single - Family Districts, of the Land Development Code, the newly proposed renovations comply with the requirements. HISTORIC PRESERVATION BOARD ACTION. The Historic Preservation Board reviewed the applicant's proposed site improvements at its August 30, 2010 meeting. The Board then adopted a motion by a vote of 5 ayes 0 nays recommending approval of the requested Certificate of Appropriateness. RECOMMENDATION: It is recommended that the City Commission approve the "Certificate of Appropriateness" to allow for site improvements to the existing designated historic site at 6134 SW 56 Street (Miller Drive) (Cambridge Lawns Historic District) with the following condition: 1. The newly proposed brick pavers will be installed in a herringbone pattern to resurface the existing front walkway and driveway, including the approach. A material sample has been submitted to staff and will be available at the Historic Preservation Board meeting. The applicant's second request is to refurbish the existirg iron fence gate located within the existing landscape hedge and accesses the front walkway. The subject property is among the thirty properties within the Cambridge Lawns Historic District. Pursuant to Section 20- 5.19(E) of the Land Development Code,, a "Certificate of Appropriateness ", is required for applications affecting site improvements shall include, but not limited to site regarding, subsurface alterations, till deposition, paving, landscaping, walls, fences, courtyards, signs and exterior lighting. The recommendation of the Historic Preservation Board will be transmitted to the City Commission for final approval. STAFF ANALYSIS The subject property is located one lot east from the southeast. corner lot at the intersection of SW 62 Avenue and SW 56 Street (Miller Road). The one -story fagade fronts and is accessible from Miller Road. The zoning district is RS -3 (HP -OV), Residential Single Family Historic Preservation Overlay Zoning District, within the Cambridge Lawns Historic District. PROPOSED RENOVATIONS In summary of the Certificate of Appropriateness Application, the applicant is proposing the following site improvements: (A) Resurface existing walkway and driveway, including the approach (herringbone pattern); and, (B) Refurbish the existing iron fence gate. Furthermore, this new paving concept will replace the existing concrete areas of the existing walkway and driveway; therefore, the newly proposed pavers do not increase the impervious coverage to the site. DESIGNATION REPORT (Cambridge Lawns ) for 6934 SW56 Street Architectural style. Mediterranean Revival• Architectural Features. Prominent chimney, side entrance, rough textured stucco exterior, and gable rodf. Historic Significance (due to architectural elements, association with eventslpersons, methods of construction, location, design setting, Archeological) This residence was constructed during the period of significance and shares many of the characteristics of other homes within the district, specifically its scale, building materials, lot size and design. RECOMMENDATION The above guidelines are applicable to this Mediterranean Revival style of architecture, specifically this historic building. I. Call to order: Ms. Clyatt called the meeting to order at 7:33 p.m. II. Roll Call: Roll call was performed. Board members present constituting a quorum: Ms. Shelley, Mr. Hochstim, Ms. Clyatt, and Mr. Kurtzman and Ms. Labiff. Board members absent: Ms. Dison, Mr. La Monica, and Mr. Ruiz de Castilla. City staff present: Thomas J. Vageline (Planning &. Zoning Director), Lourdes Cabrera - Hernandez (principal planner) and Sanford Youkilis (Consultant). III. ADMINISTRATION: Mr. Youkilis informed the Board that the next Historic Board meeting will be held on Monday, September 27, 2010 at 7:30 P.M. In addition, there is a scheduled designation of the downtown building of 7825 Sunset Drive and second reading of the Bougainvillea tavern on September 7, 2010. Mr. Kurtzman questioned if a Board member would be able to speak at a City Commission meeting. Mr. Youkilis responded that the applicant will be able to speak as a resident, but not as a Board member. Mrs. Shelly questioned the status of the Land Development Code. Mr. Youkilis replied that it is on the agenda of the City Commission for September 7, 2010. It will be considered fast reading, generally there is no hearing, but comments could be spoken of during the public hearing. IV. APPROVAL OF MINUTES: For the Board's meeting on July 26, 2010; Mr. Kurtzman motioned for approval with corrections. Seconded by Ms. Lahiff. Vote: 5 Ayes 0 Noyes Ms. Lahiff informed the Board of Ms. Clyatt's years of contribution to the Historic Board. CERTIFICATE OF APPROPRIATENESS APPLICATIONS: HPB -10 -007 Applicant: Haydee and Mario Blanco Property Owner: Haydee and Mario Blanco Locationz 6134 SW 56 Street (Miller Road) (Cambridge Lawns Historic District) Request: Site Improvements: Paving and Fencing Mrs. Cabrera- Hemandez informed the Board that the item before them is a Certificate of Appropriateness for site improvements to an existing Historic Single -family home. The site is located in an RS -3 zoning district and the property is among one of the thirty properties within the Cambridge Lawn Historic District. The subject building is an example of the Mediterranean Revival architecture style. The recommendation of the Historic Preservation Board will carry on to the City Commission. In summary, the site improvements include paving, which includes the resurface existing walkway and driveway, including the approach (herringbone pattern) and refurbish the existing iron fence gate. This proposal does not include any additional square footage to the home and the new pavement concept will replace the new concrete on site. The proposed pavers do not increase the impervious coverage to the site. Staff recommends approval of the application with the condition of any comments and suggestions from the Historic Preservation Board. Ms. Clyatt questioned the pictures submitted to the Board. Mrs. Cabrera - Hernandez responded that staff instructed the applicant to take pictures of the surrounding properties as a comparison.. Mr. Kurtzman questioned if the swale area between the road and the sidewalk is going to be paved. Mrs. Cabrera - Hernandez responded yes. Discussion: Mr. Hochstim questioned the indications on the site plan and where the paving is going to occur. He commented that when looking at the overall survey, there is a ten foot wide drive- way and is twelve feet from the side walk. Mr. Hochstim explained that it is not clear what happens. Mrs. Cabrera - Hernandez responded that the intent was that the area is to be paved and the approach area is 10 x 12, but the driveway is going to be in the same location. Mr. Hochstim commented that normally the entire driveway from the asphalt is paved and it would look pretty bad. Mr. Kurtzman commented that, when the .asphalt stops, grass continues, until the sidewalk and the twelve indicated is very accurate. Mr. Kurtzman suggested the pavers from the sidewalk to the asphalt. Mr. Hochstim questioned what the applicant is considering on doing when it comes to placing pavers up the walkway. The applicant responded that when doing the pavers we would have to remove the damaged concrete. Motion: Mr. Kurtzman moved and Mr. Hochstim seconded to approve the application as presented.
