Res No 172-10-13206RESOLUTION NO. 172-10-13206 A Resolution of the Mayor and City Commission of the City of South Miami, Florida relating to the issuance of a Certificate of Appropriateness pursuant to Section 20- 5.19(E)(3) of the Land Development Code to permit exterior renovation on a designated historic single family building located at 6118 SW 56 Street (Miller Drive)(Cambridge Lawns Historic District); providing an effective date. WHEREAS, the applicant, Magdalena Fresen, has submitted Historic Preservation Board Application No. HPB -10 -006 requesting approval for exterior renovations to an existing building which is a designated historic site at 6118 SW 56 Street (Miller Drive) (Cambridge Lawns Historic District); and WHEREAS, pursuant to Section 20- 5.19(E) of the Land Development Code, a "Certificate of Appropriateness ", is required for applications affecting the exterior (renovation, repair, painting, signage, demolition or landscaping) of properties designated historic; and WHEREAS, Section 20- 5.19(E)(3) of the Land Development Code requires the City Commission to conduct a public hearing on certificates of appropriateness and to approve, deny, approve in modified form, or defer a subject application; and WHEREAS, the Historic Preservation Board at its July 26, 2010 meeting adopted a motion by a vote of ayes 5 nays 0 recommending approval of the requested Certificate of Appropriateness with conditions; and WHEREAS, the Mayor and City Commission of the City of South Miami desire to accept the recommendation of the Historic Preservation Board. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT: Section 1. The Historic Preservation Board Application No. HPB -10 -006 requesting a Certificate of Appropriateness, which will permit exterior renovations to the existing building on a designated historic site at 6118 SW 56 Street (Miller Drive) (Cambridge Lawns Historic District) are approved with the following conditions: 1. That all proposed twenty -four inch (24 ") width windows are to include mullions in proportion with the other larger size windows proposed of Colonial Style. 2. APPLICANT'S REQUEST: The applicant and owner of the subject property, Magdalena Fresen, is requesting a Certificate of Appropriateness (COA) for exterior renovations to the existing building designated a historic site at 6118 SW 56 Street (Miller Drive) (Cambridge Lawns Historic District). These renovations are the replacement of all the windows throughout the building, a new front door, and exterior painting. STAFF ANALYSIS & HISTORY: The subject property is among the thirty properties within the Cambridge Lawns Historic District. Pursuant to Section 20- 5.19(E) of the Land Development Code, a "Certificate of Appropriateness ", is required for applications affecting the exterior (renovation, repair, painting demolition or landscaping). The subject property is located mid block between SW 60 Avenue and SW 62 Avenue on the south side of SW 56 Street (Miller Road). The zoning district for this site is RS -3 Low Density Residential Single Family Zoning District. The subject building is an example of the Mediterranean Revival Architectural Style and such features as round arch recessed detail above the windows of the primary elevation, prominent chimney, low sloped gable roof, and textured stucco are specifically noted as design elements to be protected. PROPOSED RENOVATIONS: The applicant is proposing the following renovations: (A) New windows throughout (Colonial style); (B) New front door (Colonial style); and, (C) Exterior paint color: Sherwin Williams — SW 6093 "Familiar Beige." The proposed exterior renovation has been checked to assure compliance with all the standards and requirements for the RS-3 Low Density Residential zoning district. This proposal does not include additional square footage to the building and does not include any increase in impervious coverage to the site. Pursuant to Section 20-3.5(E) Dimensional guidelines, of the Land Development Code, the newly proposed renovations comply with the guidelines. HISTORIC PRESERVATION BOARD ACTION: The Historic Preservation Board reviewed the applicant's proposed exterior renovations at its July 26, 2010 meeting. The Board then adopted a motion by a vote of 5 ayes 0 nays recommending approval of the requested Certificate of Appropriateness with the following condition: 1. That all proposed twenty-four inch (2411) width windows are to include mullions in proportion with the other larger size windows proposed of Colonial Style. It is recommended that the City Commission approve the "Certificate of Appropriateness" to allow exterior renovations to the existing building on a designated historic site at 6118 SW 56 Street (Miller Drive) (Cambridge Lawns Historic District) with the following conditions: 1. The recommendation by the Board would be forwarded to the City Commission as per the Land Development Code (LDC). The exterior renovation is for a house within the Cambridge Lawns district. The renovation includes new windows throughout the house, new front doors and exterior painting (color by Sherwin William -SW 6093 "Familiar Beige. "). The architectural style of the home is Mediterranean Revival which is evident by the arches on the front fagade. The historical significance will not be impacted as the renovations are compatible with the Mediterranean Revival style of architecture. The existing and proposed window pictures are included in the package and the paint sample is available on file. Staff recommends approval with the condition that any comments and suggestions from the Historic Preservation Board be included. Discussion: Mr. Hochstim questioned why the larger windows have the mullions and the smaller windows do not. The applicant responded that all the windows will be colonial style window mullions and the change is to replace the present windows with impact windows. Page 2 of 2 Mr. Hochstim questioned will the narrow windows include mullions and will they be divided into two parts. The applicant responded yes. Mr. Hochstim recommended that the windows include four panels per opening which will allow it to match the existing. He commented that the wide windows should have six panels and the narrow windows should have four panels. Mr. Kurtzman questioned if the window seen as shown on page five, would be an awning window. The applicant responded that the photo could not have been adjusted due to the fence. Motion: Mr. Kurtzman moved and Mr. Hochstim seconded to approve the application as presented with the following conditions: 1. This residence was constructed during the period of significance and shares many of the characteristics of other homes 'within the district, specifically its scale, building materials, lot size and design. RECOMMENDATION The above guidelines are applicable to this Mediterranean Revival style of architecture, specifically this historic building.
