A Resolution of the Mayor and City Commission of the City of South Miami,
Florida; authorizing the Acting City Manager to expend $7,500 of a Purchase
Order approved in FY 2008 -2009 in order to contract with Florida
International University, Metropolitan Center to provide specialized services
needed to produce an updated Comprehensive Plan; and providing for an
effective date.
WHEREAS, during the period 2004 thru 2008 the City's Planning and
Zoning Department contracted with The Corradino Group to provide professional
services related to Comprehensive Plan amendments and to assist in the completion
of the 2003 Evaluation and Appraisal Report Amendments; and
WHEREAS, The Planning and Zoning Department is now responsible for a
backlog of amendments to the Comprehensive Plan Document and the Future Land
Use Map, which amendments include both Future Land Use Map (FLUM)
amendments and amendments to text of the Comprehensive Plan document including
the creation of new land use categories; and
WHEREAS, The Planning and Zoning Department will also be required to
prepare the new 2010 -12 Evaluation and Appraisal Report; and
WHEREAS, It will be necessary to continue to supplement the Planning and
Zoning Department with an outside consultant team in order to complete tasks left
over from the two year period in which no amendments could be processed and to
provide services specifically for the new 2010 -2012 EAR Work Program; and
WHEREAS The in 2008 the City approved an additional contract with The
Corradino Group for a total of $30,000, however, the consultant was only able to
complete $6,000 of the contractual work because the City was not permitted to
move forward on any amendments to the Comprehensive Plan Amendments; and
WHEREAS, the a total of $24,000 remains in the 2008 purchase order for
services from The Corradino Group; and
WHEREAS, in the interest of providing a different resource for the City and
at a potential lower price, the City formally notified The Corradino Group that under
Section 4 of its 2008 contract with the City their services would no longer be needed;
and
WHEREAS, The City requested the Metropolitan Center at Florida
International University to submit a proposal to take over the provision of services to
the Planning and Zoning Department previously provided by The Corradino Group;
and
WHEREAS, The Center did submit a proposal dated July 13, 2010, which
proposal was solicited under Florida Statute 287.057 which allows direct service
contracting with State entities and universities without bid solicitation; and

WHEREAS, the proposal from the FIU Center sets forth the services to be
provided to the City over a three (3) year period which services include TASK No. 1,
Digital Format/Updating of the Comprehensive Plan, which will done for a fee of
$7,500 during the current FY 2009 -2010 with funding provided from the remaining
funds in the 2008 purchase order; and
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA
Section 1. The City Commission authorizes the Acting City Manager to expend
$7,500 from Purchase Order No. 009816 approved in FY 2008 -2009 in order to
contract with Florida International University, Metropolitan Center to provide
specialized services needed to produce an updated and digitized Comprehensive
Plan. Funding will come from the Planning and Zoning Department Account No.
001 - 1620 -524 -3450 (Contractual Services) which has a current encumbered
remaining balance of $42, 600.
Section 2. This resolution shall be effective immediately upon being approved.

BACKGROUND
In April, 2008 the City Commission approved an extension of an existing consultant
contract with The Corradino Group to continue providing specified services to the City's
Planning and Zoning Department related to Comprehensive Plan amendments and to the
completion of the 2003 Evaluation and Appraisal Report Amendments. During the period
2004 thru 2007 the City contracted with The Corradino Group to provide professional
services for a total of $81,000.
The additional contract in 2008 was for a total of $30,OOO.The consultant was not able to
complete the contractual work related to completing the EAR because the City had not
adopted the EAR Based Text Amendments. For a two year period the City was not
permitted to move forward on any amendments to the Comprehensive Plan Amendments.
The consultant did complete a preliminary data report on Future Land Use Map
amendments recommended in the 2006 EAR Document, and was paid $6,000.
FUTURE COMPREHENSIVE PLAN WORKLOAD
The Planning and Zoning Department is now responsible for a backlog of arnendrnents to
the Comprehensive Plan Document and the Future Land Use Map. These amendments
include both Future Land Use Map (FLUM) amendments and amendments to text of the
Comprehensive Plan document including the creation of new land use categories.
The amendments originate from several sources including mandates required by State
law; proposed amendments set forth in the 2006 EAR Document; amendments requested
by the Community Redevelopment Agency, and map and text amendments directed by
the City Commission in a series of resolutions adopted in 2009.
A total of 32 amendments will be brought before the Local Planning Agency (Planning
Board) during the next 6 -9 months. Attached is a copy of a recent report given to the
Planning Board in order to prepare them for the upcoming meeting and hearing schedule.
CONSULTANT SERVICES STATUS
The above Comprehensive Plan work program is in addition to a number of Land
Development Code amendments and property re- zonings which must be dope to match
the amendments to the Comprehensive Plan and the Future Land Use Map amendments.
The Planning and Zoning Department will also be required start the data gathering,
research and scoping meetings required as part of the first phase of the new 2010 -12
Evaluation and Appraisal Report.
It will be necessary to continue to supplement the Department with an outside consultant
team in order to complete tasks left over from the two year period in which no
amendments could be processed and to provide services specifically for the new EAR
Work Program.
In the interest of providing a different resource for the City and at a potential lower price,
the City formally notified The Corradino Group that under Section 4 of its 2008 contract
with the City their services would no longer be needed.
NEW CONSULTANT CONTRACT
The City requested the Metropolitan Center at Florida International University to submit
a proposal to take over the provision of services to the Planning and Zoning Department
previously provided by The Corradino Group, The Center did submit a proposal dated
July 13, 2010, which is attached. The proposal was solicited under Florida Statute
287.057 which allows direct service contracting with State entities and universities. The
proposal from the FIU Center sets forth the services to be provided to the City on pp. 4

The FIU proposed contract for professional services to assist the Planning and Zoning
Department in preparing the new Evaluation and Appraisal Report will cost a total of
$51,000 over the next two fiscal years, if approved in future budgets. This figure
compares favorably with the approximate $ 86,000 paid to the previous consultant during
the period 2004 -2008 for the same work related to the 2003 EAR.
RECOMMENDATION
The proposed contract with the Metropolitan Center of FIU is limited to a very specific
task related to updating and digitizing the City's Comprehensive Plan. The future work
proposed by the Center related to the new EAR will have to be approved at a later date.
It is recommended that the City Commission authorize the Acting City Manager to
expend $7,500 from Purchase Order No. 009816 approved in FY 2008 -2009 in order to
contract with Florida International University, Metropolitan Center to provide specialized
services needed to produce an updated Comprehensive Plan. The funding will come from
the Planning and Zoning Department Account No. 001- 1620 -524 -3450 (COntractural
Services) which has a current remaining encumbered balance of $42,600.

Status report on proposed amendments to the Comprehensive Plan and to the Future
Land 'Use Map including amendments recommended in the 2006 Evaluation and Appraisal
Report and current City sponsored small and large scale amendments.
The Florida DCA finding of sufficiency for the City's EAR Amendments in June, 2010 allows
the City to begin necessary and required amendments to the Comprehensive Plan and to the
Future Land Use Map.

The Metropolitan Center is the leading urban "think tank " in South Florida established in
1997 as an applied research under the School of International and Public Affairs (SIPA)
at Florida International University. The Center has an impressive track record of
providing quality services to communities through various planning and economic
development studies, including Evaluation and Appraisal Reports (BARs), BAR -based
Amendments to Comprehensive Plans; CRA Plans, housing needs assessments and
targeted industry studies. In addition, the Metropolitan Center has organized workshops,
conferences and retreats as well as public opinion forums to address specific urban issues,
such as industrial development, affordable housing, community redevelopment and
transportation. Our approach to providing consulting services is to customize our
services and products to take into account the unique needs of individual communities
and/or clients while adhering to recognized. methodologies for applied research, survey
design and data analysis. The Center houses the ongoing South Florida Regional
Database Project which includes asset mapping, best - practice research, and full in-house,
Remote Sensing and Geographic Information Systems (GIS) capabilities. Moreover,:the
Metropolitan Center is a Census Information Center (CIC), which allows for early access
to release data and data with restricted use.
Located in Downtown Miami, the Metropolitan Center frequently partners with
government agencies, private firms, and non- profit organizations to build avenues for
positive. growth: The Metropolitan Center is also at the forefront of public opinion
research and has a solid record of producing survey research studies in South Florida.
Clients of the Metropolitan Center include local government, entities, non- profit
organizations and private sector firms in South Florida. Our research has served as
catalyst for major policy changes and projects in the area of housing, transportation,
social services and health services,-to name a few. Some of our survey clients include the
Department of Community Affairs of the State of Florida, the Greater Miami Chamber of
Commerce, the Broward County Supervisor of Elections Office and Miami -Dade County.
The FIU Metropolitan Center, brings an established applied research capacity to local
government planning efforts utilizing cutting -edge research and quantitative data analysis
tools and techniques. The Metropolitan Center has a full time team of academic and
professional experts in urban planning and development issues who have prepared a
range of planning studies for various local governmental bodies, agencies and
organizations. The experience our qualified staff brings to the proposed plan ensures the
timely and reliable delivery of the proposed services. The Metropolitan Center provides
on -going support to its municipal clients above and beyond the negotiated scope of
services. Municipal clients know they can call on the Metropolitan Center for follow -up
technical assistance at no additional cost.
Edward P. Murray, Ph. D., AICP - Principal Investigator
Dr. Ned Murray, AICP is the Associate Director of the Metropolitan Center at Florida
International University in Miami. Dr. Murray will serve as principal investigator (PI)
for the Evaluation and Appraisal Report. Dr. Murray has over twenty years of
professional and academic experience in city planning. He holds a Ph.D, in Urban and
Regional Planning from the University of Massachusetts at Amherst and is a
professionally certified planner with the American Institute of Certified Planners (AICP).
Dr. Murray is a leading expert in the areas of urban planning and economic development.
He has served as PI on many of the landmark planning studies in South Florida and
Miami -Dade County including the City of Miami FEC Railway Corridor Strategic .
Redevelopment Plan, Economic Development Implementation Plan (EDIP) for Miami -
DadeCounty and City of Miami Targeted Industry Study, Dr. Munray has served as PI on
a number of EARs in Miami -Dade County including the cities of Miami Springs, West
Miami and Sweetwater.
Dr. Murray has also authored many of the significant housing market studies completed
in South Florida in the past five years including the leading studies for Miami -Dade,
Palm Beach, Broward and Monroe Counties. He was also the Principal Investigator on
the Broward County Housing Linkage Fee Nexus Study and Rental Housing Shtciy for
Palm Beach and Martin Counties. Dr. Murray has recently completed and presented
Housing Market Update and Municipal Scorecard studies for Palm Beach and Broward
Counties and the first South Florida Workforce Housing Needs Assessment and South
Florida Workforce Housing Best Practices study on behalf of the Regional Business
Alliance, Dr. Murray developed the "Municipal Scorecard for Affordable Housing
Delivery0" model which was used in both the Palm Beach and Broward Counties
affordable housing needs assessments.
Dario Gonzalez, Research Associate
Dario Gonzalez will manage the data and GIS tasks for the Evaluation and Appraisal
Report. Mr. Gonzalez is the Computer Research Specialist for the Metropolitan Center at
Florida International University (I". Mr. Gonzalez has over nine years of experience
as a GIS Analyst, providing spatial analysis for many projects concerned with planning
and land use. He has contributed to the development of interactive mapping projects
including the Metropolitan Planning Organization's Community Characteristics Mapping
Tool and the City of Miami FEC Corridor Strategic Redevelopment Plan.
Dario Gonzalez has served as Principal Investigator for the MPO's Community
Characteristics Project for the past 4 years. This project has investigated transportation
issues at the neighborhood level allowing transportation planners and public involvement
officers to review the social, economic, and geograpbic characteristics of an area before
public involvement efforts are initiated. Each neighborhood's relative cohesiveness and
recent major events are assessed and presented for agencies which are required to
approach communities and explain the process of public change and investment. Mr. -
Gonzalez has also been recently working on a voluntary basis with the non -profit We
Count, Jonathan Fried, exploring relationships between places where recently arriving
immigrants work and the locations of existing bikeways, bus routes, major roads and
highways.
Mr. Gonzalez has been involved in updating the Recreation and Open Space and
Transportation Elements of the Comprehensive PIan as part of the Evaluation and
Appraisal Reports (EAR) for municipalities throughout Miami -Dade County including:
West Miami, Miami Springs, Sweetwater, Opa Locka and Pinecrest.
Victoria Lerma, M.A. Research Associate
Ms. Lerma is a Research Associate at the Metropolitan Center. Ms. Lerma will assist in
the data analysis and housing needs assessment sections of the EAR. She has conducted
housing needs assessments and housing market analysis on a range of recent studies in
South Florida including the Miami -,Dade County Workforce Housing Needs Assessment,
South Florida Workforce Housing Needs Assessment and Best Practice Case Studies,
Broward County Affordable Housing Needs Assessment and the Rental Housing Study for
Palm Beach and Martin Counties.. Her previous experience research includes an in- depth
analysis of the racial disparity in the criminal justice system in Miami -Dade County and '
various public opinion polls.
Oliver Kerr, FAICP, Affiliated Research Associate
Oliver Kerr, FAICP, is an Affiliated Research Associate with the FIU Metropolitan
Center. He has over. 30 years of-experience as a planner /demographer with the Miami -
Dade County Department of PIanni.ng and Zoning, Mr. Kerr will provide current
demographic analysis for the EAR, including population and household projections. He
was previously responsible for Miami -Dade County's demographic studies program,
preparing estimates and projections of population and housing, neighborhood profiles,
and studies of Miami's changing ethnic and racial groups. He holds Masters Degrees in
City and Regional Planning and in Educational Administration from Catholic University
in Washington, D.C. His B.A. degree is from University College in Dublin; Ireland. He
is a Fellow of the American Institute of Certified Planners, a member of the American
Planning Association, and a member of the Population Association of America. He has
received many awards and commendations for his professional work in Miami -Dade
County. Mr. Kerr has provided analysis on a number of municipal EARS in Miami -Dade
County including the cities of West Miami, Opa Locka, Sweetwater and Pinecrest.
A. Background
The City of South Miami, Florida has several planning activities that need to be
accomplished in regard to the Comprehensive Plan and forthcoming Evaluation and
Appraisal Report (EAR) due on September 1, 2012. The following is a proposed scope
of work for the completion of each of the four (4) planning items as outlined by the
City's professional planning staff.
B. Digital Formatting of City's Comprehensive Plan Document and EAR -based
Text Amendments
The FIU Metropolitan Center will prepare a complete clean current copy of the
Comprehensive Plan including the recently adopted EAR -based Text Amendments in
digital format. The work product will be a master digital Word Document that can be
posted on the City's web -page and used to generate paper copies as necessary.
C. Prepare 10 Year Water Supply Facilities Work Plan
Pursuant to Section 163.3177(6)(e), Florida Statutes, local governments that are subject
to a regional water supply plan must adopt a I0 -year water supply facilities work plan in
their comprehensive plans. These local water supply facilities work plans must identify
alternative water supply projects from among those listed in the appropriate regional
water supply plan or those proposed by the local governments themselves that the local
government will implement to meet existing and future development needs.
The FIU Metropolitan Centermill prepare a 10 Year Water Supply Facilities Work Plan
that was originally due August 15, 2008. The work product would be a Comprehensive
Plan amendment that would comply with the requirements of the Florida Department of
Community Affairs (DCA) and bring the City into compliance with this requirement.
D. Prepare Strategies for Reduction of Greenhouse Gas Emissions and Energy
Conservation required under House Bill 697
The FIU Metropolitan Center will prepare strategies for reduction of greenhouse gas,
emissions and energy conservation required under House Bill 697 acceptable to the
Florida Department of Community. Affairs for inclusion in the Comprehensive Plan.
House Bill 697 established new local planning requirements relating to energy efficient
land use patterns, transportation strategies to address greenhouse gas reductions, energy
conservation and energy efficient housing. These new requirements became effective on
July 1, 2008. The work product will be a Comprehensive Plan amendment that would
comply with the requirements of the Department of Community Affairs and bring the
City into compliance with this new requirement.

E. Prepare the Evaluation and Appraisal Report (EAR) of the Comprehensive Plan
Pursuant to Section 163.3191, Florida Statutes, "each local govemm.ent shall adopt an
evaluation and appraisal report (EAR) once every seven years assessing the progress in
implementing the local government's comprehensive plan." The evaluation and appraisal
report is the principle process for updating local comprehensive plans to reflect changes
in local conditions and state policy on planning and growth management. The report
evaluates how successful a community has been in addressing major community land use
planning issues through implementation of its comprehensive plan. Based on this
evaluation, the report suggests how the plan should be revised to better address
community objectives, changing conditions and trends affecting the community, and
changes in state requirements.
The FIU .Metropolitan Center will prepare the City of South Miami's Evaluation and
'Appraisal Report (EAR) of the Comprehensive PIan due September 1, 2012 in a form
acceptable to the Florida Department of Community Affairs. The scope will include a
timeline of events leading to the adoption and finding in compliance of the EAR by
September 1, 2010. The scope includes assisting the City staff with the development of
the "focus" of the EAR, representing the City at scoping meetings with other agencies,
development of all portions of the EAR, including conducting all outreach aspects,
preparation of data and information required, preparation of amended or new,goals,
objectives and policies, presentations of the materials to various boards and the City
Commission, preparing any written text and/or maps as may be necessary, preparation of
the transmittal ordinance and the adoption ordinance. The work product would be a
master digital Word document including any figures and maps.
