AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
SOUTH MIAMI, FLORIDA, RELATING TO AN AMENDMENT OF THE 2007 -2008
BUDGET; APPROVING AND ADOPTING THE RECOMMENDATIONS OF THE CITY
MANAGER TO INCREASE THE CURRENT 2007 -2008 BUDGET, FOR THE
INCURRANCE OF PRIOR YEAR EXPENDITURES IN THE CURRENT FISCAL
YEAR'S BUDGET, AS SET FORTH IN THE ATTACHED ITEMIZED LIST ARE
AMOUNTS COMMITTED AND FUNDED, BUT NOT EXPENSED IN THE FISCAL
YEAR 2006 -2007, AND AUTHORIZING THE CITY MANAGER TO TAKE SUCH
MEASURES AS NECESSARY TO ACCOMPLISH THOSE TRANSFERS; PROVIDING
FOR SEVERABILITY; ORDINANCES IN CONFLICT; AND AN EFFECTIVE DATE.
WHEREAS, recognizing the future liability of those prior year commitments, the Finance
Department with the concurrence of the City's Independent Auditors, and in compliance with Generally
Accepted Accounting Principals reserved these amounts in the Fiscal Year 2006 -2007 to pay for those
expenses when incurred; and
WHEREAS, the City Manager has set forth a series of recommendations to increase the current
year 2007 -2008 budget for amounts committed and funded in the fiscal year 2006 -2007, but expended in
the current fiscal year 2007 -2008.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI, FLORIDA THAT:
Section 1. The recommendations of the City Manager be, and hereby are, approved and
adopted as set forth in the attached itemized list, to increase the fiscal year budget for 2007 -2008.
Section 2. If any section, clause, sentence, or phrase of this ordinance is for any reason held
invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of
the remaining portions of this ordinance.
Section 3 This ordinance shall be bound and labeled "Amended 2007 -2008 Budget" and
kept in the City's Finance Department with other books.
Section 4. All ordinances or parts of ordinances in conflict with the provisions of this
ordinance are repealed.
Section 5. This ordinance shall take effect immediately upon approval.

Request: Authorizing the City Manager to increase the current 2007 -2008 Budget for those
expenses paid in the current year, but approved and funded in the prior Fiscal

Reason: The City's Independent Auditors have recommended that expenses encumbered
but not paid in the prior Fiscal Year 2006 -2007, be re- appropriated in the Current
Year. This would avoid current year expenditures exceeding appropriations.

Re: Budget Process Clarification
At your request, please find our comments related to your budget inquiries:
Bucdget Process
The City legally adopts annual budgets for the general fund and special revenue funds. The City
commission is presented with a proposed budget least 45 days prior to the close of each fiscal year.
This budget includes proposed expenditures and the means of financing them. The budget is adopted
after Commission review and public hearings, but prior to October 1 of every year.
Budgets are approved on a fund -by -fund basis and management may transfer amounts between line
items or departments, as long as the transfers do not result in an increase in total fund budget.
However, expenditures may not legally exceed appropriations. at the department level.
Budgets are considered a management control and planning tool. Appropriations not encumbered
lapse at year -end. Management should propose and the City Commission should approve a budget
amendment when necessary for the appropriation of funds to meet budgeted expenditures.
Encumbrance accounting, under which purchase order commitments for the expenditures of monies
are recorded in order to reserve that portion of the applicable appropriation, is employed as an
extension of formal budgetary integration in the governmental funds. Encumbrances outstanding at
year end are reported as reservations of fund balances, since they do not constitute expenditures or
liabilities of the applicable fund. Because these amounts do not appear as actual expenditures in the
current year, they need to be re- appropriated in the next year's budget. Otherwise, you run the risk
that these encumbrances, which will be included as expenditures in the subsequent year, cause total
expenditures to exceed budgeted amounts.
