A Resolution of the Mayor and City Commission of the City of South Miami,
Florida consenting to and confirming the appointment of Latasha Nickle,
Esq., as the Human Resources Director for the City of South Miami; and
providing an effective date.
WHEREAS, the City Manager is recommending Latasha Nickle, Esq., as the Human
Resources Director; and
WHEREAS, pursuant to Article III, Section 5, and Article VI, Section 7, of the City of
South Miami Charter, the City Manager has power to appoint directors of the City departments
with the consent and conformance of the Mayor and the City commission; and
WHEREAS, the Mayor and the City Commission wish to consent to and confirm the
appointment of Latasha Nickle, Esq., as the Human Resources Director for the City of South
Miami.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. Consent and confirm the appointment of Latasha Nickle, Esq., as the Human
Resources Director for the City of South Miami.
Section 2. This resolution shall take effect immediately upon adoption.

Subject: A Resolution of the Mayor and City Commission of the City of South
Miami, Florida consenting to and confirming the appointment of
Latasha Nickle, Esq., as the Human Resources Director for the City of

Background: It is recommended that the Mayor and Commission adopt the attached resolution
consenting and confirming Latasha Nickle as the Human Resources Director for the City
of South Miami.
Article III, Section 5, and Article VI, Section 7, of the City of South Miami Charter
requires the consent of the City Commission for the appointments of department directors.
The appointment of Ms. Latasha Nickle, Esq., as the Human Resources Director is being
presented to the Mayor and Commission for consent.
The Human Resources Department includes all personnel functions required of municipal
government such as recruitment, selection, placement, retention, and separation; position
classification, job descriptions, wage and salary administration, job evaluation, in- service
training and management development, risk management, worker's compensation, labor
relations and personnel record - keeping.
The Human Resources Director position is an administrative and professional position in
planning, directing, and coordinating the City's Human Resources Functions. The
Director exercises extensive initiative and independent judgment in assuring all aspects of
personnel and labor relations functions are accomplished in accordance with city policies,
Charter and Code of Ordinances, State and Federal laws, and court rulings. The Human
Resources director represents the City on all grievance deliberations, labor negotiations,
worker's compensation mediations and any and all related disputes between the employee
and employer. The director assists the city manager in negotiating and implementing
collective bargaining agreements.
Ms. Nickle practiced law for 12 years. Seven (7) of these years were doing consulting
work for city /county government in Human Resources management to include the
updating and drafting of Human Resources policy manuals.
Ms. Nickle is currently an associate with Thomas, Means, Gillis & Seay, P.C.; she is
practicing law centered on labor & employment issues. Her resume along with her
credentials are attached for your perusal.
Ms. Nickle holds, in good standing, a J.D., from the University Of Alabama School Of
Law and a Bachelor of Arts in Communications from the University of Alabama.
