W . 59 Place Mr. Peter Wilson excused himself from the Board and presented the plans to the Board for review together with a model of the church . Mr . McDowell noted for the record that this building is subject to several zoning approvals which includes a rezoning and variances . Mr . Wilson stated that there is presently existing a. one-story frame church on the site which it is planned to demolish when the new church is built . There was discussion of the existing church as to whether it might qualify for historic preservation . Mr. Wilson presented a tree survey which was discussed and it was agreed that an existing ficu-s tree and oak tree would be saved and relocated . MOTION : By Mr . In keeping with the spirit of this application, we would like to state the following reasons for our case: 1) Lot size: As you know, the chuch has entered agreement with Dace County ?BUD to purchase additional property to the west of our existina church. We are purchasing the entire tract in order to satisfy as much of the parking requirement as possible. The-Vacant property of the site is too expensive for us to purchase. The 1 . 13 acres is all the church needs at this time to satisfy its functional requirement. 2) Parking variance: Since the church is primarily a neighborhood church, we do not anticipate ever using more than 50 spaces for even above average attendance. Most members of the congregation walk to services. He stated that the church is acquiring property from Dade County HUD which will be used for parking and further that most of the church members will be walking to the church and the additional parking spaces which would normally be required would not be needed in this instance, this being a neighborhood church within easy walking distance of most of the congregation . Mr. Wilson presented plans and a model of the structure to be built . There being no one else caring to speak for or against the requests , Chairman Smith deemed the public hearing closed . Reverend Standifer excused himself from the hearing because of his association with the church . In response to Chairman Smith ' s question , Mr. McDowell stated that staff recommends appro'vai of Hearing #83-15 as the current request to amend the Comprehensive Plan to allow the construction of a new church on the subject property is in compliance with the goals and policies of the South Miami Comprehensive Plan and has been approved by the South Miami Community Development Board . Also , staff recommends approval of all variances requested in Hearing #83-2 and staff believes that the Special Use Permit should be granted to build a new church in accordance with the recommendation and desires of the Community Develop- ment Board . MOTION : By Mr. Michelson , seconded by Mr . Kalish , to approve Hearing #82-15 to amend the Future Land Use Plan and to approve all variances and the Special Use Permit requested in Hearing #83-2 .
