Res No 009-11-13323RESOLUTION NO.: 09-11-13323 A Resolution of the Mayor and City Commission of the City of South Miami, Florida, authorizing the City Manager to purchase communications and computer equipment for the police department, to upgrade the current system which is obsolete, for a total cost of $56,336.80 being charged to account number 615 -1910- 521 -5205 (Federal Forfeiture Computer Equipment) and expend up to $7,000 as "flash money" for use in protracted narcotics investigations charged to account number 615 - 1910 -521 -4960 (Federal Forfeiture Special Investigations), providing for an effective date. WHEREAS, the Police Department is required to maintain communications and computer equipment to enforce the laws of the State of Florida to provide for the public's safety, and provide for disaster relief and homeland security, thereby making our community safer, and WHEREAS, satellite telephones allow police management to interface with local, county, state, and federal disaster relief in the absence of failed telephone infrastructure, due to flood, fire, hurricane, riot, or affray, and WHEREAS, the currently owned laptops and printers reached the limit of their useable life, due to age, obsolescence, and dated technology, and these items are used for police dispatching, call taking, reporting, and analysis, and WHEREAS, the Police Department is also in the process of working towards State Accreditation which requires the purchase of the Power DMS Accreditation Software program in to meet State Accreditation Standards, and WHEREAS, the Police Department shall issue identification that is not easily replicated or falsified, because current Police Department identification may be easily replicated or falsified and harmful to the overall mission of the Police Department and Homeland Security and WHEREAS, the Criminal Investigations Division is conducting narcotics operations with a need for "flash money" to conduct protracted narcotics investigations, and WHEREAS, The equipment and money are necessary for the operation of the Police Department, NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA: Section 1. No. 09 -11 -13323 $5,085 for the purchase of three Iridium 9555 phones with accessories at $1,695 each from satellitephonestore.com; $6,899 for the "IDville" ID Maker Advanced Security Identification System 10072 for generating police ID cards and supplies; $38,965 for twenty -five Dell Latitude E5510 laptop computers, with operating system, warranty, and accessories, equipment necessary for remote wireless printing of arrest affidavit forms that meet with Miami Dade County Department of Corrections and Miami Dade County State Attorney's Office requirements, and twenty five Epson TM -U590 printers for printing Uniform Traffic Citations, which meet with Miami Dade County Department of Corrections and Miami Dade County State Attorney's Office requirements, from International Data Consultants; $2028.00 for four (4) Nikon Coolpix P100 cameras, complete with battery and SDHC card at $507.00 each; $359.80 for four (4) Nikon 10 x 50 binoculars at $89.95 each; Power DMS Accreditation Software program and associated costs with working towards State Accreditation at $3,000.00 The City Manager is authorized to charge these expenditures to the Federal Forfeiture Computer Account 615 - 1910 -521 -5205 for a cost of $56,336.80 and also expend $7,000 for protracted narcotics investigations and charged to account 615 - 1910 -521 -4960 Federal Forfeiture Special Investigations, for a combined cost of $63,336.80 with a current balance of $125,725.00.
