A Resolution authorizing the City Manager to disburse the sum up to
$40,000.00 to Envirotech Roofing & Construction Inc.. for the installation
of a new roof at the Police Department building and charging this
disbursement to account 001 - 1310 -513 -6450;
WHEREAS, the Police Department houses office space for police headquarters, jail and
dispatch has deteriorated over the years; and
WHEREAS, the roof of this building is in state of disrepair, thereby jeopardizing the day
to day operation and causing damage to office equipment due to water leaks. This repair
must be completed before the upcoming rainy season, and
WHEREAS, the City obtained four bids and Envirotech Roofing & Construction Inc. was
the lowest bidder.
WHEREAS, the funds for the roofing work are being allocated from Capital Improvement
under Account No. 001- 1350 -513 -6450 in the amount of $40,000.00 which has current
balance of $0.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI, FLORIDA;
Section I. The City Manager is hereby authorized to enter into a contract with and to pay
Envirotech Roofing & Construction Inc., a sum not to exceed $40,000.00 from Account
No. 001 - 1310 -513 -6450 for the re- roofing of the Police Department building.
Section 2. This resolution shall take effect immediately upon adoption.

Background:
A Resolution authorizing the City Manager to expend for roof repairs to
Envirotech Roofing and Equipment LLC. not to exceed $40,000.00;
charging Account No. 001 -1310 -513 -6450;
The roof at the Police station which houses office space for MIS, police
headquarters, jail and dispatch has deteriorated over the years. The roof
damage and deterioration has caused roof layers to crack causing water
leaks at several locations.
Over the past two years, the leaks have worsened in severity and the
trouble locations have increased. The situation has reached a point where
"spot fixing" will not remedy the problem. Most of the roofing companies
that have examined the roof at police headquarters have concluded that an
entire roof is required. This repair must be completed before the
upcoming rainy season.
Several roofing companies have conducted on -site evaluations of the
police headquarters roof. Of these, four have provided price quotations
for re- roofing. . The recommended vendor is Envirotech Roofing &
Equipment LLC. Envirotech has done various roof installations for several
cities in Dade County and was the lowest bidder. The contract is for
$35,500.00 and the balance is for any unexpected expenses associated
with the roof repairs.

Pursuant to your request earlier today regarding an evaluation of the existing roof for our police station, please be
informed that our records show that the current roof was originally installed under CSM /BD permit #85 -099 in
1993, almost 20 years ago. Our records also show that the parapet was repaired in 1999 (BD #10 -342) and the
perimeter cantilever section was repaired in 2005 (BD #05 -681).
A recent inspection was conducted by our certified /licensed roofing inspector, Mr. Andres Figueroa, and his report is
attached to this e-mail. It basically confirms that the existing roof has outlived its useful life and is in need of replacement
at this time.

The Roof covering shows extreme sign of wear and tear with what is called blistering at numerous locations.
Blistering is a sign of water intrusion below the roof covering. This condition damages beyond repair the insulation and
possibly the lightweight concrete creating possibly a structural problems.

- Install new- lead shields and galvanized too£ vents on all pipes ptottading roof deck.
- Irxstall 5 Uni retrofit roof deck drains (priwaty).
- Remove & Replace (1) 4 x 5 thru wall drains.
- Install (1) 4 x 5 Emetgeacy thm gall drain.
- Install pitch pans on all penettations set in hot & cold asphalt.
- Install final ply with GAF glass cap white set in hot asphalt.
- Reinforce perimcter parapet wall with Rubberoid Mop gxazxulated wbite with galvanized
stucco stop metals fastened with deck fast ancor lots.
- ,Apply elnstometxic sealant & cloth to stucco stop metals.
- Removal of all roofing debris, leaving premises free of all debris & in clean condition.
- Conttact price includes all labor, permit, materials, taxes, labor & disposal.

xeinstaUation of flue pipes or vent stacks fox water heaters and boilers are Not considered incidwtal
work by a Roofiog Contractor. If the gas vent stack & flue syetetaa is disturbed or removed a pern -a t must
be obtained in accordance with 301.1(8), 4001.4(a), and 4703.1 of the SFBC using a contractor
licensed in that trade.
- If roof deck needs to be re- nailed to meet the xegquixemen.ts of the Building Code this fee is included in
contract price.
- Air conditioning units along with their stands, Solar Panels, if any, Drain Gutters, Antennas, Pipes,
Electrical equipment lines, Ekct6e -al Vents, and any other attachment to building or to roof shall be
to -moved anal replaced by Navarro Roofing if necessary to perform the re- roofing. Removal of any item
not listed here shall be performed by the Owner at the expense unless included in contract pxtice.
Customer is responsible to notify Navuro Roofing, Corp. to the best of their knowledge, the location of
exposed sheathing, septic tank, and dtain field.
