BOARD MEMBER FERNANDEZ: What we have
before us is Item ERPB -12 462. Applicant
Carolina Ortega. This is for signage
installation located at 7301 Southwest 57
Court, if staff can read it in, please.
MR. LIGHTFOOT: Not a problem. I'll
wait for everybody to clear the room.
BOARD MEMBER FERNANDEZ: Excuse me?
MR. LIGHTFOOT: I'll wait for Board
Member Corlett to come back.
BOARD MEMBER FERNANDEZ: Oh, okay.
MR. LIGHTFOOT: Alrightee. This item
is for the installation of signage at 7031
Southwest 57 Court. The applicant is for
Biscayne Bank.
At the September 4, 2012 ERPB
meeting, this.item was deferred due to
comments from the Board. As such, I
believe the sign specifications weren't
V. clear.
I believe for the logo, you required
it to have a plastic front opposed to what
it previously had.
Also, the sign above the bank

entrance was larger than what was allowed
in the lease agreement, which is one foot
by eight feet, even though it complied --
it complied with regulations -- excuse me,
regulations of the land development code,
it didn't comply with the lease agreement.
Therefore, the applicant has resubmitted
si gnage for four signs for this building.
They have reduced the size of the
main bank entrance. Upon review, it is
still larger than the one foot by eight
feet. When combined, the lettering for
Biscayne Bank itself is one foot by eight
feet and the accompanying logo is eighteen
inches by eighteen inches, which'equates
to a sign larger than what the lease
agreement still requires. That sign still
complies with the land development code,
but it's still a tad bit larger than what
the lease agreement says.
BOARD MEMBER CORRAL: What is a tad
bit larger?
BOARD MEMBER McCAIN: How much longer
for your report? You know what --

total height of

approximately 13.125 square feet. They've
reduced it down to the point where it's
still -- when you take the total height of
the sign, it's still 18" high, but the
length was reduced to 114", which is about

half an inch too high and about a foot and
a half too long, all right? So it still
needs to be reduced further, so that it
complies with the lease agreement that was
submitted.
The applicant did revise the signage
details to show that the company logo
would have a plastic face, which I believe
was a comment from the Board as well
Staff recommends approval for the
signs, all of the signs, except for the
one on the west elevation.
Once again, all the locations are
listed in the lease agreement. However,
pursuant to the land development
regulations for flat signs, you cannot
have two flat signs and one facade.
They're proposing one on the west tower
and one on the bank entrance, all right?
So, therefore, staff recommends
approval with the following conditions.
The approval for the north sign, the east
sign and the west bank main entrance sign
with the following conditions: The size

of the bank main entrance sign must be

Any additional signage will require a
separate submittal to the Board. Any
comments and /or suggestions from the
Board.
Now please note that pursuant to the
land development code 4.3 -- 20 -4.30,
staff -- the ERPB does have the ability to
approve the west tower sign, if they deem
fit.
Thank you.
BOARD MEMBER McCAIN: You know-what,
I am very discouraged that -- I mean, here
we are again. This reminds me of the
issue on Red Road, in the corner of Red
Road and 80, with the tree and the
sidewalk. I mean, nothing has really
changed here. Nothing.
And I know the applicant left the
last time and waited until the end and
didn't understand, didn't understand. I
think they had two weeks to understand.

Board's recommendations were and what we

We always explain to the -- we always

BOARD MEMBER McCAIN: Okay. So here
we are again with all the same, basically
the same thing.
BOARD MEMBER FERNANDEZ: Okay. Real
quick. If I understand correctly, the
recommendation from staff is a
recommendation for approval on the north
sign, which is up on the tower.

reduced. That one they're not approving.
My personal feeling on it is --
BOARD MEMBER McCAIN: No, that's
another sign.
BOARD MEMBER FERNANDEZ: And that's
just open to discussion to my fellow Board
members is, I think it's more appropriate
to have the sign on the north, as staff
has said. I would also argue as well as
on the west and not on the east. And then
reduce the main entrance one to comply
with code, which is reducing it by half an
inch tall and by about a foot length. And
they're done. That's just my suggestion.
BOARD MEMBER McCAIN: I have a
question. Are we allowed to have these
signs -- we have never had signs --
Lourdes, we have never had signs on the
top of buildings downtown; is that
correct? Are they allowed or not? Let's
get back --
BOARD MEMBER FERNANDEZ: They're
allowed.

all the signs there, there's no traffic.
There's nobody -- you know.
So the bottom line is, what-is the
point of this? Because you're going to
set precedence, you know, of all these
signs. I think it needs to -- I mean, we
need to know that you're there. We get
it, but we don't need all these signs.
MS.

that
we
discussed
that
the western elevation sign should not be

to walk out of my house and look at a

got revised.
I don't believe that the western
tower is necessary sign. They have the
entrance sign. Yeah, the western one up
on the top. I don't want to see our city
turned into Time Square either. I think
it looks trashy with all these signs.
And I think you're right, people get
it. We know where they are. You put one
on the north elevation. You put one on
the east elevation.
BOARD MEMBER McCAIN: Let me -- is
the north elevation the one --
BOARD MEMBER SCHWARTZ: That's
enough.
BOARD MEMBER McCAIN: Is the north
elevation the one above town? Is that the
top facing -- is that --
BOARD MEMBER SCHWARTZ: It would face
-- it would face Sunset Drive,
BOARD MEMBER McCAIN: And that's also
facing --

MS. CABRERA- HERNANDEZ: Excuse me.
BOARD MEMBER McCAIN: You know, the
one on the east, the one facing east is
facing Red Road. If I'm going to choose
one, I would have to say that one. And
the reason I'm going to have to say that
one, because you're hitting all the people
from High Pines, Pinecrest coming to South
Miami from the north. So they're going to

Road, and they're going to look up in
there, and they know they need to go in
that direction, but you're covering most
of the area there. So I would agree to
the east elevation.
I would say the bank main entrance
needs to be reduced. And I'm only going
to vote for what's according to the land
development code.
The north elevation and the west, I'm
going to say no.
And let's not forget here, Board
Members, in case you don't frequent this
plaza, there is an additional sign that
seems to evade us making a decision on,
and that's as you go inside the plaza.
Every establishment inside has a sign
that, for some reason, we never get to
approve here.
BOARD MEMBER FERNANDEZ: What, in the
store fronts?
BOARD MEMBER McCAIN: It hangs.
BOARD MEMBER SCHWARTZ: Hanging from
the inside.

BOARD MEMBER McCAIN: In addition, in
addition, there's window decals on there.
So, you know, from my standpoint, I would
suggest making the bank main entrance to
the land development code. And I will
approve the east elevation. And, in
addition, they're going to have that
little sign in the plaza, but no to the
north and no to the west.
BOARD MEMBER FERNANDEZ: Any
additional comments or questions on this?
And maybe we can get a --
BOARD MEMBER McCAIN: One more
comment.

the applicant, so they're aware of what
our intent is.

applicant wants to pull out this photo, I
mean, I put an X and a yes.
And one other thing I just want to
put on the record, the bank, as I brought
up the last time, although not an issue,

BOARD MEMBER FERNANDEZ: Well, but
that's separate. I agree, but that's
separate.
Any additional questions or comments?
Does everyone feel the same way about the
proposed signs?
BOARD MEMBER MONTANA: I think that's
a good proposal, yeah.
BOARD MEMBER FERNANDEZ: The
proposal. Okay.
Is the applicant here?
MR. LIGHTFOOT: Yes,
BOARD MEMBER FERNANDEZ: Okay. Just
so you understand, because we're going to
make a motion. And maybe it will make it
a lot easier if we're all on the same page
about it
Right now, as it stands, it looks
like the majority of us are in agreement
that the east sign is fine, as staff has
recommended.
And then the main bank entrance sign
that's at the loggia, just be reduced

sign on the building. This application in
particular was deferred, but maybe it got
approved at some point and I guess it
never got executed. I don't remember, to
be honest with you. I wasn't living in
South Miami in '05.

BOARD MEMBER SCHWARTZ: Our city is
growing and we're progressing, and you
have to understand that we have to make
sure that it grows and progresses in a way
that is aesthetically pleasing to our
character of our town. We don't want to
look like Brickell. We don't want to look
like Coral Gables. We're only 2.5 square
miles. And the building is huge, and it's
nice, and it's new and it's modern.
MS. ORTEGA: It's not. It's a

has not been overkill. But this is

BOARD MEMBER FERNANDEZ: Well, no,
no. Formulate to a motion. Go ahead and
formulate into a motion if you want to
make it. We're just discussing, but now
please formulate, and make a motion.
BOARD MEMBER McCAIN: Anybody else
have any more comments?

before us we're going to make a motion, as
I mentioned.
BOARD MEMBER McCAIN: But I've got
another question.
BOARD MEMBER FERNANDEZ: It looks
like the bank entrance and the east are
the signs that the majority of the folks
here on the Board feel are the signs that
should be on the building.
BOARD MEMBER McCAIN: I agree, but I
have one more comment.
If there is a drive -thru, and there
is going to be a drive -thru, why isn't the
drive -thru sign in this application?
Because obviously we have --
MS. ORTEGA: (Inaudible).
BOARD MEMBER McCAIN: You have to
have a sign that points to which direction
the drive -thru is. The last bank did. So

the bank main entrance sign needs to be

thing. Ms. Schwartz said something
interesting a couple minutes ago. You
talked about that little sailboat logo. I
was like -- my, you know, initial reaction
to this application was to go just right
with the staff recommendation, but then
when you talked about removing the tower
sign, even from the north side, yeah, it
might be a little bit too much, but then
the sailboat thing -- I don't know. I'm

APPLICANT'..S:- RE!gUEST:
The; applicant is re uestih app royal for the installation of a signage far the above
pp ... q g ;
referenced:location.
STATUS UPDATE:
At its'1 September 4, 2012 ERPB meeting, the Board deferred this item so that the
applicant could revise the size of the Bank Main Entrance :,sign as well as add sign
d.etaiis for the installation of the proposed signage. The applicant has revised. the sign in
question and has provided the Board with revised signage details that provide more
clarity on how the sign will be installed.
STAFF ANALYSIS:
The applicant: is proposing to ,install a total: of (4) signs that Will be mounted to the
existing multi story building, Considered to be fiat signs, _Section 20-4.3(1)(5) All Other
Zoning Districts., of the Land Development Code:, provides the following regulations for
flat signs:
FLAT signs with a total aggregate sign area, not to exceed twenty
(20) percent of the area of any building face; for the purposes of
sign regulation, there shall be considered to be only four (4)
facades to any building; no single sign shall exceed two hundred
(200) square feet in area. Direct illumination is permitted.
West Elevation Bank Main Entrance)
Originally, this sign was to have a total of eighteen (18) inches, a total length of one
hundred and eighty -six (1.86), and a sign area of. approximately 13:125 square feet;
which compiled with the regulations listed above for Flat Signs. However, it did not
comply with the lease agreement that was supplied by the applicant. At the previous

meeting, it: was decided that the: sign be reduced so that it complies with both the lease
agreement as well as the regulations listed above: for Flat .Signs. The applicant has:
submitted revised drawings that show that the proposed sign has been reduced in
length to a total length of one. - hundred fourteen (114) inches, :and the total height of the
sign will remain the same, which is eighteen (18) inches,, Upon, review of the revised
i
sign, t was found that the portion of the sign that reads "Biscayne Bank" in :silver
colored lettering complies with the regulations listed in: the lease agreement, .which Asp
eight (8) feet long, and one (1) foot. high. However, the company logo portion of the sign.
is eighteen (18) inches high, and eighteen inches long. Pursuant to Section 20=
4.3(1Vi)(1) of the land D,e_velopment Code,;
The area of a sigm shall be computed by means of the smallest
square, circle, rectangle, triangle, or combination thereof than will
encatnpass the extreme limits of the- sign content; together, with any
material or' dolor' krming an integral part of the background of the
display or used to differentiate the sign from the, backdrop: or
structure :against which it is placed, tiuf not including any - supporting
structure clearly incidental to the display : Jtself or any other clearly
incidental decorative element
The proposed sign would have to be. treated as. one complete: sign. When 'calculate.d;.
the proposed sign still exceeds the maximum length and he ght:.allowed .by the:Iease
agreement. While the sign still cgrnpiles with the regulations listed for flat signs it =still
..
exceeds that maximum requirements allowed in the lease agreement .... Because .of this, it:
is :the recommendation of staff that the. sign be reduced further so that it complies with
both the regulations listed. ih the lease agreement. Plea's'e- noteAhat the square:footage
listed on the revised plans is incorrect and should be. corrected.
West Elevation fTouwer)
The proposed sign still shows the company logo with lettering to the right that will read
"Biscayne Bank" in blue: lettering. The proposed sign will have. a total height of twenty-
one (21) inches, a total length of o.ne- hundred and .eighty -siix (Ia inches,; and a sign
area of approximately 27.1'25 square feet which does not exceed the maximum square
footage allowed for flat signs. However even though this is a location that is permitted; in
the Lease agreement,. staff cannot support it because the regulations listed for flat signs
dictate that only one sign is allowed per facade, and as stated previously the proposed
sign over the entrance is also on the west, elevation...
East: Ele.vation,.
The proposed sign still shows the company logo with lettering to the right that will read
"Biscayne Bank" in blue lettering.. The proposed sign will have a total height of. twenty -
one (21) inches, a total length of one- hundred eighty -six (186) inches, and a sign area
of approximately 27.125 square fleet which does not exceed the maximum square
footage allowed for flat signs.

The applicant revised the signage installation details to ,show that the-company logo will
be composed of :reverse chann'e'l.; letters that will have aluminum returns with a routed,

comp -osed of reverse channel letters that, .have aluminium: returns, but will have an
