Res No 220-12-13777RESOLUTION NO. 220-12-13777 A Resolution authorizing the City Manager to expend with C & N Terrazzo LLC in the amount of $2,070 for the floor restoration in the Sylva Martin renovation to be charged to account 301 - 1790 - 519 -6450. WHEREAS, the Mayor and City Commission wishes to renovate the interior Sylva Martin building ; and WHEREAS, the City solicited and received quotes from floor restoration contractors for interior floor refinish work to be performed inside the Sylva Martin building. Pursuant to an evaluative process, it was determined that C & N Terrazzo LLC., With a proposal in the amount of $1,800, is comprehensive and cost effective in its design approach. Dr. Steemer and Colonial Flooring Restoration submitted proposals of $2,375 and $2,800 respectively; and WHEREAS, the work shall consist of providing floor restoration to the existing terrazzo flooring in the interior of the Sylva martin building; and WHEREAS, the City desires to provide a 15% contingency over the proposal amount of $1,800 for unknown factors that may arise during the work, for an amount of not to exceed $270. The total amount for the contract including the contingency amount is not to exceed $2,070: and WHEREAS, it is the desire of the Commission to approve the floor restoration work to an amount not to exceed $2,070; WHEREAS, the Mayor and City Commission desires to authorize the City Manager to expend with C &N Terrazzo LLC. For the floor restoration work within the Sylva Martin building. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA. Section 1: The City Manager is hereby authorized to expend with C & N Terrazzo LLC. for floor restoration inside the Sylva Martin building for an amount not to exceed $2,070, including the contingency amount. Section 2. The expenditure is charged to Capital Improvement Program Account Number 301 -1790- 519 -6450 with an account balance of $145,000. Section 3: If any section clause, sentence, or phrase of this resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of the remaining portions of this resolution. Background: The City is undergoing interior remodeling of the Sylva Martin building, which will be used to house several of the City's departments. As part of the renovation, refinishing of the terrazzo floor will be performed. The work will also include the application of an acrylic sealer to protect the terrazzo. The City solicited quotes from qualified vendors for proposals to perform floor restoration. The proposals received are shown below: C & N Terrazzo LLC $1,800 Dr. Steemer $2,375 Colonial Flooring Restoration $2,800 Upon further review of proposals it was determined that C &N Terrazzo LLC was the lowest, most responsive and responsible bidder for the project for amount of $1,800. Due to the nature of the work, there may be unknown factors that may arise. To account for this, a 15% contingency of over the proposal amount of $1,800 is requested, with a contingency amount not to exceed $270. The total amount for the contract, including the contingency amount is not to exceed $2,070. Expense: An amount not to exceed $2,070. Any alteration or deviation from above specifications involving extra costs will be executed only upon written change order, signed by both parties and will become an extra charge over and above the estimate. In the event that legal action is required by virtue of the subject matter of this agreement, the prevailing party shall be entitled to all reasonable attorney's fees and costs incurred. All past due balances shall accrue at the highest legal rate of interest. Exclusive venue shall be in the courts of Fort Lauderdale, Broward County, Florida. Any unpaid balance upon completion, unless otherwise prearranged by management, will result in 10% service charge. Cancellation of a job without 3 days written notice shall result In a 10% service charge due and payable as of the date the job was to commence.
