A Resolution retroactively authorizing the City Manager to enter into a month to
month agreement with Able Business Services, Inc. for janitorial services at City Hall,
Police, Sylva Martin, Central Services, Community Center, Head Start, Senior Center,
Motorpool and Public Works facilities.
WHEREAS, the City was confronted with an emergency involving current janitorial staff; and
WHEREAS, the emergency was such that required staff to develop an alternate plan of action to
effectively deal with the emergency while maintaining janitorial services at City facilities; and
WHEREAS, proposals were solicited from at least three (3) janitorial services suppliers to
perform such services on a month -to -month basis until such time a formal Request for Proposal is
developed and advertised; and
WHEREAS, Able Business Systems, Inc. provided the lowest responsive and responsible proposal
in the amount of $4,000 per month based on a month -to -month agreement.
NOW, THEREFORE, BE IT RESOLVED THE MAYOR AND CITY COMMISSION OF THE CITY OF
SOUTH MIAMI, FLORIDA.
Section 1. The City Manager is retroactively authorized to enter into a month -to -month
agreement with Able Business Services, Inc. for janitorial services, including all related chemicals and
supplies, at City facilities and buildings for a fee of $4,000.00 per month until such time a formal Request
for Proposal is developed, advertised, a contract is awarded and a notice to proceed with the
contractual services is issued.
Section 2. Severability. If any section, clause, sentence, or phrase of this resolution is for any
reason held invalid or unconstitutional by a court of competent jurisdiction, this holding shall not affect
the validity of the remaining portions of this resolution.
Section 3. Effective Date: This resolution shall take effect immediately upon enactment.

BACKGROUND: The City was confronted with an emergency involving current janitorial staff that
required quick and decisive action by staff. Simultaneously, the City was also
stress testing the Building Maintenance Divisions Janitorial group. The situation
the City confronted was the balancing of the emerging situations effectively while
maintaining required janitorial services for all City facilities. It was apparent in
order to maintain janitorial services, while reducing operational costs as
determined by the stress test, the function would have to be contracted with an
outside vendor. The approach is to initially contract for services on a month -to-
month basis until such time a formal Request for Proposal is developed and
awarded.
Market research based on stress test requirements was conducted by contacting
various municipalities and searches of County procurement websites to compile a
list of potential janitorial vendors to solicited proposals for our required services.
In addition to an informal solicitation, a walk- through was conducted of the
involved City facilities with all interested vendors. Based on the proposals
received, and a check of references and credentials, Able Business Systems, Inc.
was awarded a month -to -month agreement at $4,000.00 per month. This is
significantly less than our current internal costs for a staff of six including salaries
and benefits for the same month's period. Based on the stress test evaluation, the
approximate annual savings is over $160,000 per year.
Staff estimates the month -to -month agreement with Able Business Systems, Inc.
will run a minimum three months until a Request for Proposal is developed,
advertised and awarded.
EXPENSE: $4,000.00 per month to account no. 001-1710-519-3450 with a balance of
$8,152.00

extensive professional background in the public sector, Mr. Berry also has more than 20

Manager/Emergency Program Manager has a BS Degree Business in Administration, and

We fully understands the service specifications demands of any contracts are based upon
performance by engaging tasks and frequencies on a continual basis to maintain a total
clean facility environment, without regard to how often the effort is necessary to satisfy
that requirement. Accordingly, our performance will be based on the concept of "Complete
Satisfaction ". We will be guided by the requirement that all surfaces will be thoroughly
cleaned using health based technology.
6) INFORMATIONAL TECHNOLOGY
We will be utilizing a Quality Control program designed to specifically meet the needs of
your facilities. This program will point out problem areas, and this will be an ongoing
system to ensure compliance with your regulations for maximum results in meeting the
high standards that will be required. Our software is designed to help manage service costs
downward, while improving productivity and quality, as well as manage workload
fluctuations. Our System allows for quick access to volumes of data through a user friendly
interface. All functions are customized to the needs of our clients. Components of the

7) STAF'F'ING
Our cleaning efforts will be based on a "team cleaning" concept whereby our staff will
work together as necessary to accomplish the daily, weekly and monthly specifications of
our contract. During the first week of servicing this contract we will over staff our work
crews by at least one person. This will take into account no -shows to ensure that work can
be accomplished in the time allotted and to make sure we meet our performance objectives.
We will be looking to hire qualified persons who may be displaced by the awarding of this
contract as well as veterans interested in employment.

Project Plan (general)
1. Able Business Services, Inc. (ABS) shall perform the Project tasks as designed in
our monthly work schedule or when ordered by the Project Manager,
2. ABS shall perform the Projects and Routinie Services and Tasks using certified

Green products, and LEER compliant equipment. ABS will not only follow all of
the manufacturers' instructions, but we will also bring manufacturers on site for
training.
3. ABS shall perform the Routine Services 'Tasks in accordance with the frequencies
and specifications defined in Scope of Service.
4. ABS shall provide and use adequate barricades and signs to improve sufficient
warning prior to, during and after the performance of the Services.
5. ABS shall return to their appropriate locations all items moved by ABS during the
performance of the Service, in public and common use areas. ABS shall return all
furniture to their appropriate areas.

(HEALTH BASED CLEANING TECHNIQUES)
(a) Color Coding to Prevent Cross Contamination~ Typically, with traditional
cleaning methods, bacteria are moved from room to room from using the same
cleaning cloth and/or mop head. We will be not only changing cleaning cloths and
mop heads from room to room, but also using a color coded system for various
surfaces. For example 1) Dark blue for patient rooms, 2) Red for restrooms 3)
Green for cafeteria and Food Service, 4) Yellow for fixtures, and 5) Blue for
general purposes.
(b) Flat Surface Cleaning- To reduce cross contamination we have found the best
technique require that we again use microfiber cleaning cloths on flat surfaces. We
will use window squeegees as well as chemicals to remove harmful germs from fiat
surfaces.
(c) Chemicals and Disinfectaants" Hospital grade disinfectants are essential in cleaning
harmful organisms and bacteria. We will use the safest and most effective products
that are approved by your facility; either phenolic or quaternary ammonium
compounds.
(d) Mierofrber Cleaning Equipment- Most traditional cleaning equipment, such as
cotton mops and cloths do not have the capacity to pick up organisms and bacteria
killed by disinfectants. Your more traditional cleaning tools merely move around
dead bacteria instead of removing them. A microfiber mop and cloth have tiny

fibers that allow the dead organism to be trapped and removed. Industry standards
recommend that microfiber be made of 80% Polyester and a 20% Polyamide split.
This mixture allow for a greater amount of soil to be absorbed.
(e) Plat Mopping and Vacuuming- A regular vacuum merely vacuums up germs, and
allergens from your floor only to be released into the air. We use a high filtration
back pack vacuum which improves air quality by removing most of the
germs /allergens by trapping them and holding them inside the vacuum. Microfiber
flat mopping uses microfiber pads attached to a pole for both dry and weft mopping.
Fresh cleaning /disinfectants solutions are applied directly onto the floor, insuring
that no area is contaminated by dirty solutions.
(f) Restroom Cleaning Without Touching- A spray and vacuum system is used to do
your deep cleaning without having contaminated surfaces touched. The vacuum
and spray machine combines indoor pressure washer, chemical injection and a
powerful wet vacuum into a multipurpose cleaning machine.
(g) Potential Harmful Pathogens- We believe we have a responsibility to our
customers as well as our employees. And to meet these objectives, safety is a
critical component. Our goals are to keep our customers secure as well as our
employees. To that end we educate ourselves in areas such as, recognizing the
potential harmful pathogens that live in restrooms, kitchens, workstations, and in
others areas. Pathogens such as; Bacteria, Protozoa, Viruses, Mold and Fungi can
be transmitted person to person contact, contact with contaminated food, through
particles in the air, or carried by pest and insects. Some common viruses are
Hepatitis, HIV, and Influenza.
9) QUALITY CONTROL FEATURES
All of our employees will be in a company uniform with ID badges, use acceptable
supplies, and professional grade equipment when performing their duties. We will adhere
to OS14A requirements, as well as all, federal, state, and local laws. This will include
immigration laws, and cleaning industry standards. Also, we will only hire qualified,
competent, and conscientious employees. We will strive to provide our customers with the
best health base cleaning services possible. Our Janitorial Technicians will have received
training and certificates in health based cleaning techniques as well as Clean & Green, Inc.
in using Bio -Based products.
10) Cleaning Technician Training Program
All of our employees must participate in classroom training program, followed by one
on one technique instructions in the field for up to 4 weeks. We utilize the latest
technology available in training our personnel to include using a lot of videos. Our training
program covers the following subjects; Equipment, Chemicals and Supplies, Restrooms,
Carper Care, hard Floor Care, health and Safety, and the Team Cleaning approach. In
addition, Able performs on -going training to reinforce proper cleaning techniques as well
as to review and discuss your specific scope of service. Also, a good portion of our core
training materials will relate to Clean & Green, Inc. All of our employees will be

13) PLANNING
We understand that the key to providing quality services starts with preparation. One key
objective in the preparation process involves ensuring that all employees are properly
trained. Also, with Clean & Green Supply, Inc. support and assistance we will again do
additional site surveys to better understand and assess /inventory the existing cleaning
problems, goals, and resources. With this additional knowledge we will refine our cleaning
strategies to ensure we are meeting all of our quality control objectives. The planning
process leading up to implementing this contract will involve the following activities;
