Res No 016-13-13834RESOLUTION NO. 16-13-13834 A Resolution authorizing the City Manager to purchase from Emergency Vehicle Supply Co., LLC (EVS), for a sum not to exceed $14,000.00, the T3 Electric Stand -up Vehicle (ESV) to be charged to account number 6154910- 521 -6430 (Federal Forfeiture Operating Equipment). WHEREAS, the police department needs to effectively patrol and respond to calls for service in the congested downtown area of the City of South Miami in order to provide a more secure environment; and WHEREAS, the police department will be piggybacking off of The Florida Sheriffs Association Bid Award to EVS, contract #12 -20 -0905, effective dates November 1, 2012 - September 30, 2013; and WHEREAS, the police department needs other types of mobile transportation that can commingle with pedestrian traffic; and WHEREAS, the T -3 Motion is a cost effective three - wheeled, one (1) operator design platform, small, battery- operated, belt driven stand -up vehicle, which allows a range of 25 miles and a re- charge time of 3 -4 hours, which only requires a 110 outlet that will maintain extra batteries, therefore providing no downtime; and WHEREAS, the T3 ESV allows for the operator to have taller visibility of the crowd for medical or other emergencies or disruptions and can be driven alongside pedestrian traffic, allowing the operator the ability to respond to a longer distance quicker when response is needed for many applications; and WHEREAS, the T3 Motion vehicle provides the following additional benefits: rugged construction with a sturdy design for long life and safety; maneuverability by providing zero - degree turning radius that helps the officer be as agile as a foot patrol officer, but with speed and control of a vehicle; cost - savings due to the charging system and no gasoline costs; quick response due to the ESV having the capability of up to 20 -mph speed for rapid response and pursuit; and WHEREAS, this proposed expenditure of $14,000.00 for the T3 Motion ESV is permissible under Section VII, A, 1, (d) of the Department of Justice publication titled "Guide for Equitable Sharing for State and Local Law Enforcement Agencies. " NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA: Section 1. The City Manager is authorized to expend funds to the firm Emergency Vehicle Supply Co., LLC, not to exceed the amount of $14,000.00, to purchase the T3 Motion ESV utilizing account number 615- 1910 -521 -6430 (Federal Forfeiture Operating Equipment), with a current balance of $48,635.00. Section 2. If any section clause, sentence, or phrase of this resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of the remaining portions of this resolution. The T3 ESV is an effective three - wheeled, battery- operated vehicle that can comingle with the pedestrian traffic, which would provide the mobile transportation needed in South Miami's congested downtown area. The three - wheeled platform is designed with stability in mind to optimize operator safety, allows for the operator to have taller visibility of the crowd and has a vehicle range per charge of up to 25 miles.
