Res No 014-13-13832RESOLUTION NO. 14-13-13832 A Resolution authorizing the City Manager to pay Mr. Kelly Barket, Jr. a bonus equal to 20% of his current annual salary for his two months of outstanding service as Acting City Manager for the City of South Miami. WHEREAS, pursuant to Article III, Section 4 of the City Charter, the City Commission of the City of South Miami has the authority to appoint an Acting City Manager to serve for the period of temporary absence or disability of the City Manager when the City Manager fails to recommend an Acting City Manager; and WHEREAS, the City of South Miami Commission appointed Mr. Kelly Barket, Jr. as Acting City Manager on November 9, 2012, during the temporary absence of a City Manager until someone could be selected for that office; and WHEREAS, as per the City's personnel manual adopted on December 20, 2011 via resolution 240 - I 1- 13554, an interim or acting appointment occurs when an employee is requested to temporarily fill a vacant position to carry out the duties and responsibilities thereof for a limited period of time. Typically, such appointments are for the sole purpose of carrying out essential functions until the hiring cycle is complete and a full -time employee fills the vacancy or brief absences due to vacation, illness or other short -term conditions; and WHEREAS, pursuant higher classification than his or on an interim basis shall be p; salary. It is my recommendation that the City provide a bonus of $2, 118, which is equal to 20% of his current salary, for the effort and professional service he provided and for the extraordinary work he completed during his tenure as Acting City Manager over the two month period during which he served in that capacity; and WHEREAS, the funds would be expensed from the City Manager office salary expense account with all related tax deductions coming from the City Manager office respective personnel expense accounts. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT; Section 1. The City Commission hereby authorizes the City Manager to expend an additional $2,118 as a bonus to Mr. Barket, Jr. for his efforts and professional services that he provided and for the extraordinary work he completed during his tenure as Acting City Manager for the two month period in which he served in that capacity, which represents 20% of his current annual salary. In this instance when an employee is asked to fulfill the significant responsibilities of the City Manager, a substantially larger increase is warranted and customary. Based on a 5% increase, Mr. Kelly Barket, Jr. earned a total additional compensation of $635.22. It is my recommendation that the City provide a full 20% increase for the effort and professional service he provided and for the extraordinary work he completed during his tenure as Acting City Manager, only for the two month period in which he served in that capacity. Therefore, provide an additional $2,1 18 bonus to Mr. Kelly Barket Jr. which combined would be representative of 20% of his current annual salary.
