1966-540K A f Fo- l'r I� " ORDINANCE NO 540 ORDINANCE OF CITY OF SOUTH MIAMI, FLORIDA, AMENDING SECTION 20-14 OF THE CODE OF ORDINANCES OF THE CITY OF SOUTH MIAMI, FLORIDA, THEREBY ESTABLISHING AND RE- ESTABLISHING REQUIREMENTS FOR OFF`- STREET PARKING OF VEHICLES; PROVIDING EFFECTIVE DATE; PROVIDING FOR SEVERABILITY. WHEREAS, the Planning and Zoning Bon rd of the City duly held a public hear ng`for-the purposes of considering amend- ing the requirements as to off - street parking requirements within the City, and thereafter recommends that Section 20 -14 of the Code of Ordinances be amended as hereinafter set forth, and WHEREAS, the City-Council, after a duly advertised public hearing, and the hearing of interested parties and considering the needs of the City and concurring in the recommendation of "said Board finds that the proposed amend- ments are to the best interest of the City, its inhabitants and the land areas affected; NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF CITY OF SOUTH MIAMI, FLORIDA: 1. That Section 20 -i4 of the Code of Ordinances of City of South Miami, Florida, is hereby AMENDED to read as follows: I_ ORDINANCE 540 (continu..1) Sec. 20 -14 Off- Street PaO,ing The following regulations controlling anti limiting the parking of vehicles, are in addition to anti oruvisions of the Fire Prevention Code adopted by reference in Chapter 10. (1) Permanently maintaineU, oft- stc,ct parkinj for vehicles shall be provided in connection with any 1 >uilding or premises used or de- signed to he used for purposes as set forth in this Section. Such off- street parking shall be provided on the basis of use and shall be located on the site with the use for which it is provided. +' Premises may not be converted to ue.es requiring greater parking ratios unless additional parking is provided in accordance with these regulations. Off - street parking area shall not be reduced or encroached upon in any manner for other purposes or uses. The parking area shall include adequate driveways and ingress and egress driveways to connect parking space to a public -stj ^t or alley. Spaces and driveways shall conform to minimum as set out in standards of the American Insti`tte of Architects. No parking shall be permitted in front of the front building line except that in all apartment zones, including RU -3 zones, the .y". street set -back areas may be used for off - street parki' ng; provided, a solid or "pierced masonry wall shall be constructed between the p arkin g area and the zoned street line. The wall shall be riot , °less than three "'feet atfd`not more than three feet and six inches in heigjVii and shall have only such openings as are necessary to provide- ingress and egress. The viall shall have a minimum set- back'of thrile feet from the zoned street line and the area be the wall and street line shall be planted in lawn or landscaped. (�) Off - street parking shall be provided on the following basis: (a) DWELLINGS - (single and'multipl'e' fa LING mily") One"parking space for each family` "or dwelling unit 'up to-four units in number; for each dwelling "'iuni t, over ` four in number, one and one -h'alf park- ing spaces 'for each additional unit shall be provi'ded•, with addi- tional spaces for permitted home occupations, guest houses, etc. (b) HOTELS-, ROOMING HOUSES AND'CLtBS At least one 'parking p each of the first forty '_1ndivi'dual 'guest 'rooms or suites; s ace for eac and`one additional`parkiii `space for every two guest rooms or suites thereafter. (f) HOSPITALS, SANITARIUMS'AND'WELFARE INSTITUTIONS At least one parking space for every three hundred square feet of total floor area in hospitals. At least one parking space for every three hundred square feet of sleeping room area for patients con- tained in sanitariums and welfare institutions. (g) COMERCIAL One parking space for every 300 square feet of floor area., (h) RESTAURANk!S Or similar places dispensing food, drink or refreshments. One parking space for each four seats devoted to patron use within the establishment. In addition, one parking space must be provided for every two persons employed or intended to be employed in such a business. All ordinances and -parts of ordinances in conflict herewith are hereby repealed to the extent of such conflict. 4.
